Article 3.23 Business Registration Certification Effective September 1, 2004, the State has expanded its Contractor Registration Program to local Government contracts, P.L. 2004, c57. All business organizations that do business with a local government agency are required to be registered with the State. The business must provide proof of that registration to the local government agency before that local government agency can enter into a contract with the business. A copy of the Business Registration Certificate must also be on file before any purchase order/voucher or other contracting document can be issued. Contractors are responsible for notifying subcontractors. Further information and registration can be obtained online from the NJ Treasury, Division of Revenue or by calling (609) 292-1730. Steven R Carn — Chief Executive Officer Steven R Carn is the Chief Executive Officer, President, and a member of the Board of Directors of Compost360 Acquisition, LLC and President of Natures Choice NJ, LLC, and its related entities since August 2023. Prior to his current role, Mr. Carn served as Chief Financial Officer for Advanced Disposal Services Inc., a publicly traded environmental services company from August 2006 to October 2020. Mr. Carn joined Advanced Disposal in April 2001 and served as Chief Accounting Officer until August 2006 when he was promoted to Chief Financial Officer. Mr. Carn is a CPA with over 20 years of financial and operational experience in the environmental services industry growing a vertically integrated decentralized solid waste company from start- up to 4th largest solid waste company in the U.S. with revenue of $1.6 billion operating in 16 states with 6,100 employees. Prior to joining Advanced Disposal, Mr. Carn served for three years as Chief Financial Officer of Town Star Food Stores, LLC, a convenience store business with over $30 million in annual revenues. Prior to his service with Town Star, Mr. Carn served as Senior Consultant with CFO Services, Inc., a company engaged primarily in providing temporary chief financial officer services to emerging companies in the Jacksonville, Florida area. Mr. Carn began his career as an accountant with Ernst & Young in 1987. Mr. Carn graduated from The Ohio State University with a bachelor’s degree in Business Administration in 1987 andisa certified public accountant in Ohio.
