137-24 April 24, 2024 R E S O L U T I O N WHEREAS, the Township of West Orange advertised for bids for the receipt of two Electric powered transit vans or equivalent vehicles; and WHEREAS, three bids were received on March 14, 2024 by Model 1 Commercial Vehicles, Inc., Rohrer School and Commercial Bus Sales, and Factory Bus Sales; and WHEREAS, the bids were reviewed by the Purchasing Agent for document compliance and found all compliant, the review of the Municipal Engineer found all bids to be non-compliant; and WHEREAS, the Municipal Engineer reported that Model 1 Commercial Vehicles, Inc, and Factory Bus Sales were both not responsive to the Township’s specifications with exceptions including Model 1 not meeting the delivery date and two (2) other exceptions, and Factory Bus Sales taking four (4) exceptions and presenting the highest price; and WHEREAS, Rohrer School and Commercial Bus Sales, Inc. submitted the most responsive and responsible bid with only two (2) exceptions, for the following vehicles: TWO (2) ELECTRIC POWERED TRANSIT VANS OR EQUIVALENT VEHICLES TOTAL PURCHASE: $208,150.00 WHEREAS, the Municipal Engineer recommends awarding the contract to Rohrer School and Commercial Bus Sales, Inc.; and WHEREAS, the Township Council concurs in the foregoing. NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that an award of contract be made to Rohrer School and Commercial Bus Sales, Inc. in accordance with their proposal dated March 14, 2024. BE IT FURTHER RESOLVED, that the Purchasing Agent is hereby authorized to arrange to pay for the foregoing in accordance with the terms of said Purchase Order on behalf of the Township of West Orange with funds certified available by the Chief Financial Officer. Funding for this purchase will be reimbursed through a grant from the NJ Department of Environmental Protection pursuant to the Volkswagen Settlement. Karen J. Carnevale, R.M.C.
