1-25 January 6, 2025 RESOLUTION WHEREAS, the Township of West Orange (“Township”) was awarded the Fiscal Year 2023 Assistance to Firefighters Grant (the “Grant”) from the United States Department of Homeland Security; and WHEREAS, the Grant, in the amount of $74,490.90, was awarded to fund training for firefighters from the West Orange Fire Department in EMT and Rescue including courses related to rescue involving hybrid and electrical vehicles; and WHEREAS, the Township has obtained quotations from University Hospital, annexed hereto as Exhibit “A,” to provide training related to emergency medical treatment with the intent to utilize funds from the Grant, including: Bleeding Control for $1,100 NAEMT Prehospital Trauma Life Support for $13,700 Mass Casualty Triage for $1,460 Behavioral Health/Substance Abuse Response/Narcan Training for $1,100 American Heart Association Pediatric Emergency for $3,760 Rapid Stroke Assessment and Training for $1,460 Glucometer Training for $800, for a total of $23,380; and WHEREAS, pursuant to N.J.S.A. 18A:64G-1a(a), University Hospital is an instrumentality of the State of New Jersey and is thus exempt from the requirements of the Local Public Contracts Law pursuant to N.J.S.A. 40A:11-5(2).

NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Township be authorized to contract with University Hospital to provide the training pursuant to the quotations annexed hereto as Exhibit “A;” and be it further RESOLVED that the Chief of the West Orange Fire Department be and is hereby authorized to execute any document to finalize the contract with University Hospital and is hereby authorized to attest to the Mayor’s signature thereon; RESOLVED that notice of this resolution shall be available in the Clerk’s office in accordance with any applicable law.
