2892-25 AN ORDINANCE AMENDING CHAPTER 2, SECTIONS 57.1, 57.2, and 57.6 GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE (OPEN SPACE AND RECREATION COMMITTEE AND TRUST FUND) BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 2, Sections 57.1, 57.2, and 57.6 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: I. PURPOSE The purpose of this ordinance is to modify the composition and terms for the membership on the Township of West Orange’s Open Space and Recreation Committee including the removal of two members currently appointed by the Mayor and the addition of one additional appointment by the Township Council to be made as a consensus selection by the vote of the majority of the Township Council. In addition, this ordinance modifies all terms on the Committee to one-year terms, but allows for re-appointments. Also, this ordinance requires the Municipal Clerk to post meeting minutes to the Township website. II. CHAPTER 2 SECTION 57.1 SHALL BE AND HEREBY IS AMENDED AND SUPPLEMENTED TO INCORPORATE THE FOLLOWING: 2-57.1 Establishment of Open Space and Recreation Committee. There is hereby established an Open Space and Recreation Committee which shall consist of seven members whose terms and functions are hereinafter set forth III. CHAPTER 2 SECTION 57.2 SHALL BE AND HEREBY IS AMENDED AND SUPPLEMENTED TO INCORPORATE THE FOLLOWING: 2-57.2 Membership and Appointment; Term. Each member of the Open Space and Recreation Committee shall be a resident of the Township of West Orange. One member shall be appointed by the Mayor. Five members shall be appointed by the Township Council with each Council Member selecting one appointee. . Annually, as early each year as practicable, the Council shall select one additional member by majority vote to serve as a member of the Committee. All members shall serve without compensation and for a term of one year unless the Mayor or Council Member(s) of the Township Council appointing that member ends his or her term prior to December 31 of any particular year which shall result in a vacancy for the remainder of that year. Any vacancy occurring shall be filled for the unexpired term only in the same manner as the vacating member was appointed. All members may be reappointed to the Committee. IV. 2 For the purpose of conducting its meetings in an orderly fashion, the Open Space and Recreation Committee shall make reasonable efforts to use and follow the most recent edition of Robert's Rules of Order. On an annual basis as early in the year as practicable, the Committee shall select from among its members a Chairperson of the Open Space and Recreation Committee, who shall preside over all meetings and a Vice Chairperson to serve as the presiding officer in the absence of the Chairperson. The Committee shall also select a Secretary whose function shall be to keep reasonably comprehensive minutes of the Committee's meetings, showing the time, place, the members present, the subjects considered, actions taken, the vote of each member and other appropriate information pertaining to the proceedings of the Committee. Minutes shall be kept of every meeting and a copy shall be sent to the Municipal Clerk promptly after their adoption by the Committee. The Municipal Clerk shall keep and maintain such minutes in the Clerk’s office available for review by the public. The Municipal Clerk will also cause such minutes to be promptly and regularly posted on the Township website on the website page reserved for information on the Open Space and Recreation Committee. V. REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which are in conflict with this Ordinance are hereby repealed to the extent of such conflict. VI. SEVERABILITY If any part of this Ordinance shall be deemed invalid, such parts shall be severed and the invalidity thereof shall not affect the remaining parts of this Ordinance. VII.
