All property owners shall be required to ensure that all tenants and/or other occupants in their residence with a cat have a valid, up to date cat license from the Township of West Orange. This applies to all property owners who have a tenant or occupant with a cat at their premises for more than thirty (30) days. n. All veterinarians or clinics licensed under New Jersey law must ensure that any cat living with persons who reside in West Orange have a valid cat license from the Township of West Orange which shall be renewed annually. o. All veterinarians or animal clinics licensed under New Jersey law must provide the Township with a list of all clients who reside in West Orange, including the type of cat, the resident’s name, address, telephone number and e-mail address. This list shall be provided by each licensed veterinarian and/or clinic on an annual basis beginning on the first of each year. § 10-11.4. Penalty Except as otherwise provided in this section, any person who violates, or who fails or refuses to comply with this section shall be liable, upon conviction, to a penalty in an amount prescribed by Resolution. Any person suspected of being a first offender shall receive a written warning that he/she will have 30 days to obtain a license and if no such license is obtained within that period a notice of violation will be issued. IV. REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which are in conflict with this Ordinance are hereby repealed to the extent of such conflict. V. SEVERABILITY If any part of this Ordinance shall be deemed invalid, such parts shall be severed and the invalidity thereof shall not affect the remaining parts of this Ordinance.
