Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes and shall at no time engage in any personally offensive or abusive remarks. Ordinances on Second and Final Reading a. MOTION FAILED 2905-25 An Ordinance Amending and Supplementing Chapter 28 and Establishing Sections of the Revised General Ordinances of the Township of West Orange Regarding a Lawn Care Registry (Legal-Gengaro) The purpose of this Ordinance is to establish a registry for commercial lawn care businesses as defined herein. b. 2906-25 An Ordinance Amending Chapter 10 to Add a New Section of the Revised General Ordinances of the Township of West Orange Regarding Single-Use Bathrooms (Legal-Gengaro) The purpose of this Ordinance is to require any business establishment to designate all single-occupancy bathrooms as gender neutral. c. 2913-25 An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsections 7-32.1 Handicapped Parking On Streets, And 7-32.2 Restricted Parking Zones Of The Revised General Ordinances Of The Township Of West Orange (Carballo) This Ordinance is in response to requests from handicapped residents who reside at

eets, And 7-32.2 Restricted Parking Zones Of The Revised General Ordinances Of The Township Of West Orange (Carballo) This Ordinance is in response to requests from handicapped residents who reside at 125 Elm Street, 48 Park Terrace, and 42 Wellington Avenue. A Handicapped Parking Space on the Street will be established opposite 125 Elm Street, because there is no opportunity to park legally in front of or on the side of the residence due to other parking regulations. Because this space cannot be restricted to the resident, any person with a handicapped plate or placard may park there. The Township will also establish handicapped parking spaces adjacent to the other two addresses. Such parking stalls are permissible under the laws of New Jersey, and they are designated as Restricted Parking Zones. All other Parking Ordinances under this chapter apply and supersede the use of these restricted spaces. d. 2915-25 Bond Ordinance Providing For Various Roadway Improvements, By And In The Township Of West Orange, In The County Of Essex, State Of New Jersey, Appropriating $10,030,000 Therefor And Authorizing The Issuance Of $6,714,669 Bonds Or Notes Of The Township To Finance Part Of The Cost Thereof (Ditinyak)

9. Ordinances on First Reading a. 2912-25 An Ordinance Amending Chapter 11, Section 3.4 Of The Revised General Ordinances Of The Township Of West Orange (License Fees; Maximum Number) (Legal-Moon) The purpose of this ordinance is to revise the municipal code setting for the license fees for liquor licenses issued by the Township of West Orange. The ordinance sets forth an annual increase of 10% until the fees reach $2,500. b. 2919-25 An Ordinance Amending Chapter 5, Sections 32.3 And 32.8 Of The Revised General Ordinances Of The Township Of West Orange (Police-Requesting Towing And Storage Services) (Legal-Moon) The purpose of this ordinance is to revised the municipal code provision governing the licensing for towing companies operating within the Township of West Orange to extend the radius of the requirement for towing licensee’s principal storage yard from a principal storage yard located within the boundaries of the Township of West Orange to a principal storage yard within three (3) miles from the geographical center of the Township of West Orange. c. 2920-25 REMOVED d. 2921-25 Bond Ordinance Providing For Various 2025 Capital Acquisitions And Improvements, By And In The Township Of West Orange, In The County Of Essex, State Of New Jersey, Appropriating $635,000 Therefor And Authorizing The Issuance Of $605,600 Bonds Or Notes Of The Township To Finance Part Of The Cost Thereof (Ditinyak) 10.
