2930-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-18.1, ONE WAY STREETS DESIGNATED, SUBSECTION 7-12, PARKING PROHIBITED FOR STREET CLEANING AND MAINTENANCE, SUBSECTION 7-14.1c, NIGHT PARKING RESTRICTED, SUBSECTION 7-46.2 PARKING PROHIBITED DURING CERTAIN HOURS ON CERTAIN DAYS ON CERTAIN STREETS SERVICING RESIDENTIAL LAND USES, EXCEPT BY PERMIT, AND 7-46.9c PERMIT PARKING EXCEPTIONS OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsection 7-18.1, One Way Streets Designated, of the Township of West Orange is hereby supplemented and amended as follows: (italic type denotes deletion, bold type denotes addition): Name of Street Direction Limits Standish Avenue South Lakeside Avenue to Park Avenue Section 2. Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, of the Township of West Orange is hereby supplemented and amended as follows: (italic type denotes deletion, bold type denotes addition): Name of Street Side Hours and Days Location Standish Avenue East Monday 8 A.M. to 12 Noon Lakeside Avenue to Park Avenue Standish Avenue West Friday 8 A.M. to 12 Noon Lakeside Avenue to Park Avenue

Section 3. Subsection 7-14.1c, Night Parking Restricted, of the Township of West Orange is hereby supplemented and amended as follows: (italic type denotes deletion, bold type denotes addition): Exceptions: Name of Street Sides Location Standish Avenue West Lakeside Avenue to Park Avenue Section 4. Subsection 7-46.2, Parking Prohibited During Certain Hours on Certain Days on Certain Streets Servicing Residential Land Uses, Except by Permit, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): Name of Zone Sides Hours Days Location Restricted Parking Street Standish Avenue 11 West All All Beginning 97 feet north of the northerly curbline of Park Avenue and extending 323 feet north. Section 5. Subsection 7-46.9 Permit Parking Exceptions, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): c. Zone 11, Standish Avenue- Standish Avenue residents will be issued two (2) permits per dwelling unit. All remaining permits will be issued to Standish Avenue businesses, at a maximum of three (3) permits per business on a “first come” basis only. No Visitor or Temporary Permits will be issued in Zone 11.

Section 6. If any provisions of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any of the provisions or applications of this Ordinance that can be given effect without the valid provision(s) or application and to this end, the provisions of this Ordinance are severable. Section 7. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed. Section 8. LEGISLATIVE HISTORY Standish Avenue, between Lakeside Avenue and Park Avenue has historically been a two-way traffic street with parking on the west side opposite the residential portion, and a mix of No Parking and Loading Zones adjacent to the large commercial buildings. Increased parking demand from the larger commercial businesses, the Board of Education Bus Garage, and high-density housing nearby has created a parking issue for the local residents and smaller commercial enterprises. Based on the recommendations of the Municipal Engineer, Police Chief, and West Orange Fire Official, this Ordinance changes Standish Avenue between Lakeside Avenue and Park Avenue to a one-way street flowing southbound. This will decrease traffic congestion in the neighborhood, and allow street parking by permit at the south end of the street near the residences and smaller businesses. Residents will be issued two (2) permits per dwelling unit. Remaining permits will be issued to Standish Avenue businesses, on a first come basis, at a maximum of three permits (3) per business. One-way traffic southbound will mirror the one-way traffic northbound on Ashland Avenue allowing better circulation of traffic in the Redevelopment area of the Township, and eliminate traffic from Spring Street and the City of Orange using the street as a northbound cut-through to avoid traffic on Park Avenue (CR-658).
