Matrix is one of the largest engineering firms in the state, providing civil, environmental, geotechnical, marine, and structural engineering services; landscape architecture; and survey consulting expertise. Our firm has grown progressively in terms of revenue, client base, and project diversity since its inception and has developed a strong reputation for delivering high quality services and work products within budget and schedule. Matrix personnel have a thorough understanding of the various engineering and consulting services typically required by public clients, including infrastructure design, inspection services, land survey, environmental engineering, regulatory compliance, traffic and transportation engineering, structural engineering, and landscape architecture. We are confident that after a review of our proposal, West Orange will select Matrix because of our ability to provide the services of a full-service multi-discipline engineering firm with a full array of engineers, scientists, land-use experts, surveyors, asbestos and lead licensed personnel. EXECUTIVE SUMMARY Matrix understands that the Township of West Orange is seeking a professional engineer licensed by the state of New Jersey for the design and reconstruction of infrastructure improvements within the Township, including street improvements (including curb, sidewalk, pavement, utilities, lighting, and other street amenities), utility improvements including storm and sanitary sewers and sanitary sewage pump stations, and subdivision and site plan preparation of Municipal owned or sponsored projects including presentations and testimony before local and county land use boards. Matrix is a civil engineering, geotechnical engineering, environmental, and land surveying consulting firm established in 1990. The firm has grown progressively in terms of revenue, client base, and project diversity, and has developed a strong reputation for delivering high-quality services and work products within budget and on schedule. Matrix is routinely called upon to perform project assignments within tight time frames and difficult completion schedules in response to changing circumstances or emergency requests. We have successfully delivered on several contracts under which we executed multiple large-scale and complex assignments concurrently. Our current workload is steady yet flexible. We prefer to maintain control over our growth and make sure we are never over- or under-staffed. We presently have sufficient capacity to give West Orange projects our undivided attention to meet project goals and deadlines, and we do not anticipate any change to this for the duration of the contract. We also plan to utilize the same managers and staff throughout a project to ensure consistency. Matrix has provided a broad spectrum of engineering services for public agencies (Federal, State, and County), municipalities, school districts, private corporations, architects, engineering firms, and commercial and residential developers. Matrix provides land use planning and engineering services, environmental permitting, landscape architecture, environmental investigations, geotechnical engineering, construction monitoring, remediation design, construction support, regulatory compliance, ecological and biological studies, stormwater management and flood studies, community relations, forensic engineering, and litigation support. Matrix’s engineering team consists of engineers and design technicians who have become multi-disciplined through a wide variety of project requirements. In-house specialties include local planning/zoning ordinance review, feasibility studies, community development layout, and subdivision and site plan design. Our experience includes civil engineering design in the areas of roadway, site engineering, utilities, and complete infrastructure design and

rehabilitation. Matrix routinely produces construction documents, including plans, specifications, quantity and cost estimates, and complete construction bid packages. Our key staff available for this contract includes individuals licensed as New Jersey Professional Engineers (PE), Certified Municipal Engineers (CME), New Jersey Professional Planners (PP), NJ Professional Land Surveyors (PLS), NJ Licensed Landscape Architects (LLA), Certified Safety Professional (CSP), and Licensed Site Remediation Professionals (LSRP) will provide proven management and technical expertise which will ensure professional, efficient, and quality service. In addition, Matrix is experienced and thoroughly familiar with the technical and administrative skills necessary to successfully execute multiple work assignments under “call-in” and “task order” contracts. We hope that upon reviewing our qualifications, the Township of West Orange will quickly understand the breadth of talent and expertise within Matrix and what we can offer.
