221-25 October 16, 2025 RESOLUTION APPROVING A PROPOSAL FROM MATRIX NEW WORLD FOR ENVIRONMENTAL SERVICES FOR DEMOLITION OVERSIGHT & LSRP SERVICES AT 4-10 CENTRAL AVENUE (FORMER BIDDLEMAN INC. SITE) NTE $19,120.00 WHEREAS, on September 24, 2025, the Township of West Orange (the “Township”) received a proposal from Matrix New World Engineering, Land Surveying, and Landscape Architecture, P.C. (“Matrix”) to perform environmental services at: 4-10 Central Avenue (Former Biddleman Inc. site), West Orange, New Jersey, also known as Block 9 Lots 32 on the Township of West Orange Tax Map; and WHEREAS, the former Biddleman Inc. site is part of the Central Valley Brownfield Development Area (BDA) as identified by the New Jersey Department of Environmental Protection (NJDEP) Office of Brownfield and Community Revitalization; and WHEREAS, the work will consist of Matrix providing building demolition oversight to ensure impacted materials are segregated from materials suitable for reuse on-site and that impacted materials are properly disposed off-site, additional waste classification and testing if required by the disposal facility, LSRP oversight and project management associated with the work herein; and NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, that the Township accepts the proposal from Matrix attached herein as Exhibit “A,” not to exceed $19,120.00 to complete the scope of work; AND FURTHER RESOLVED, that a copy of this Resolution shall be made available in the Clerk’s office in accordance with applicable law.
