2943-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-29.1, SPEED LIMITS IN GENERAL, 7-30 MID-BLOCK CROSSWALKS, AND 7-10.2 STOPPING OR STANDING PROHIBITED DURING CERTAIN HOURS ON CERTAIN STREETS ON CERTAIN DAYS OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsection 7-29.1 Speed Limits in General, of the Revised General Ordinance of the Township of West Orange is hereby supplemented and amended as follows, pursuant to the provisions of N.J.S.A. Title 39 Motor Vehicles and Traffic Regulations, Chapters 39:4-8a, 39:4-98, and 39: 4-197. Section 4. If any provisions of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any other provisions or applications of this Ordinance that can be given effect without the invalid provision(s) or application(s) and to this end the provisions of this Ordinance are severable. Section 5. hereby repealed. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are Section 6. This Ordinance shall take effect upon final passage and publication in accordance with law and upon the approval by Resolution of the Essex County Board of Chosen Freeholders. LEGISLATIVE HISTORY This Ordinance amends Chapter 7, Subsection 29.1, Subsection 30, and Subsection 7-10.2 of the Revised General Ordinances. The ordinance establishes a 20 M.P.H. speed limit on Woodland Avenue, Forest Avenue, Ellis Street, and Redwood Avenue on weekdays between 8AM-10AM and 3PM-5PM in the vicinity of Redwood School when children are normally present. The ordinance deletes a mid-block crossing on Redwood Avenue that has been moved previously to Redwood Avenue and Cannon Street. The ordinance establishes No Stopping or Standing Zones on Woodland Avenue, Redwood Avenue, and Nicholas Avenue during school drop off and pickup hours where parents have been circumventing the established drop off procedure at Redwood School by parking on neighboring streets and creating a safety hazard. This change is part of a larger program improving visibility and safety within the Redwood School Zone. At all other times, the speed limit on these listed streets will remain at 25 M.P.H.
