241-25 October 28, 2025 R E S O L U T I O N WHEREAS, in late August 2025, a hole was noticed in the road at Northfield Avenue (County Route 508) near a sanitary sewer manhole; and WHEREAS, the County of Essex investigated the hole and notified the West Orange Department of Public Works that there was an offset at the 8-inch sanitary sewer main; and WHEREAS, a CCTV inspection was conducted by a Township’s vendor and confirmed that section(s) of the pipe were offset allowing sewage to flow into the ground potentially causing the hole in the road; and WHEREAS, the Department of Engineering proceeded to contact the Shauger Group to conduct the repair of the 8-inch sanitary sewer main on an emergency basis; and WHEREAS, pursuant to the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11.6a the Municipal Engineer on September 19, 2025 notified the Purchasing Agent of the need to perform an emergency contract for this work with a cost between $90,000.00 $260,000.00; and WHEREAS, it was concluded that to expedite the work and to perform the emergency repair of the 8-inch sanitary sewer main at Northfield Avenue between Valley Road and Wheeler Street to protect public health and safety an emergency contract would be issued to The Shauger Group; and WHEREAS, The Shauger Group submitted an invoice dated October 15, 2025 for the emergency repair and construction of the 8-inch sanitary sewer main in the amount of $198,269.65; and WHEREAS, the Municipal Engineer by letter dated October 17, 2025 recommends paying the costs of this emergency work; and WHEREAS, sufficient funds exist for this work; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West
Orange that an emergency appropriation in an amount not to exceed $198,269.65 without authorization is authorized to The Shauger Group for emergency sanitary sewer repair and construction to the Township’s 8-inch sewer main at Northfield Avenue. BE IT FURTHER RESOLVED that this work was performed pursuant to the provisions of the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11-6 as the work was required to protect public health and welfare.
