Spango 973-226-8080 CONSTRUCTION COST $600,000 COMPLETION DATE 2022 DISCIPLINES INCLUDED Design Survey Construction Administration Construction Inspection The Borough of Roseland engaged Boswell to provide the engineering design, survey, construction administration, and construction inspection for this project The Harrison Avenue Recreation Improvement project consists of a multi-use sports and recreational facility constructed within the Borough’s main athletic complex. The improvements included rehabilitation to the existing tennis courts, multi-use paved surface, and playground area. The new playground focused on providing ADA accessibility and inclusion. The main playground unit has an ADA compliant ramped entrance and ramp transfers between this unit’s platforms. The existing hockey rink was converted into a multi-use sports facility allowing for hockey, basketball, volleyball, and wiffle ball play. The four (4) existing tennis courts were repurposed to allow for dedicated Pickleball play along with tennis.

Boswell, with more than 44 years of experience in the civil, municipal and environmental engineering, presently serves as Boswell’s President and Chief Executive Officer. As the President and CEO of Boswell Engineering, Kevin directs all phases of the business. As a recognized expert in his field, Mr. Boswell has served as an expert witness for numerous public and private entities in litigation, arbitration and mediation proceedings. Under his leadership, Boswell continues to play a significant role in the future for federal, state, and local governmental agencies as well as private sector clients and utility companies. His civil and environmental expertise includes an extensive working knowledge of site development, roadway design, water and wastewater systems, as well as treatment and pumping facilities. Mr. Boswell has served as the project leader on a wide array of site development projects in the private sector serving residential, commercial and industrial real estate. His projects involve environmental permitting, as well as testimony before numerous Municipal, County, State and Federal agencies. Mr. Boswell also serves as an engineering consultant to numerous public sector clients. He presently serves as the appointed Municipal Engineer or Special Projects Engineer in more than 40 northern New Jersey communities. He is also the officer in-charge for numerous projects in the Counties of Bergen, Essex, Hudson, Passaic and Sussex. Mr. Boswell’s expertise includes all aspects of securing projects with complex funding requirements. These funding sources include the New Jersey Infrastructure Bank (NJIB), New Jersey Office of Green Acres, HUD, NJDOT, FHWA, NJDEP and US EPA. Furthermore, Mr. Boswell also has an extensive

Mr. Boswell has also been recognized as an expert in the field of Civil Engineering by the New Jersey Superior Court and has served as an arbitrator in construction claims litigation in Bergen County. He has assisted public and private sector clients in litigation defense and resolution. Mr. Boswell serves as a consultant to both water supply and wastewater agencies. Mr. Boswell currently serves Municipal Water Supply agencies and Municipal/Regional Utility Authorities and Commissioners for the City of Garfield, the Borough of Oakland, Waldwick and Hawthorne, the Township of Mahwah and the East Orange Board of Water Commissioners. Frank Krupinski, P.L.S. Director of Survey/Project Manager YEARS OF EXPERIENCE: 42 Years EDUCATION: New Jersey Institute of Technology REGISTRATION: Professional Land Surveyor - New Jersey 1992 EXPERIENCE: Mr. Krupinski has provided surveying services for both the public and private sector and has been involved in every aspect of the firm's survey projects. He has performed and/or directed control, topographic, hydrographic, structural, cadastral, route, construction and railway surveys for federal, state, county and municipal agencies, as well as transportation authorities, utilizing state-of-the-art Global Navigation Satellite System (GNSS) equipment, including Real-Time Kinematic (RTK), total stations and data collectors. Mr. Krupinski is highly experienced in the discipline of boundary surveying, which includes record research, deed analysis and the establishment of property and right of way lines, as well as the preparation of complete right of way documents for various state departments of transportation. He has performed and/or directed numerous boundary surveys ranging from less than 5,000 square feet to 255 acres. He is also proficient in the use of CADD engineering/surveying software and is directly responsible for the processing of field data and the preparation of mapping. Relevant project experience includes: • Memorial Park, East Orange, N.J. Supervised field survey and drafting, downloaded and processed all survey data, performed record research and boundary analysis for this 3.5-acre facility. • Oakland Recreation Complex, Oakland, N.J.
