266-25 November 24, 2025 A RESOLUTION APPROVING A PROPOSAL FROM MATRIX NEW WORLD FOR PROFESSIONAL SERVICES TO SUPPLEMENT REMEDIAL ACTION TO REQUEST FUNDING FROM NJDEP HAZARDOUS DISCHARGE SITE REMEDIATION FUND (HDSRF) NTE: $6,580.00 WHEREAS, on November 17, 2025, the Township of West Orange (the “Township”) received a proposal from Matrix New World Engineering, Land Surveying, and Landscape Architecture, P.C. (“Matrix”) to prepare a Supplemental Remedial Action (RA) grant application for the former Biddleman, Inc. property located at 8-10 Central Avenue and former Selecto Flash property located at 18 Central Avenue; and WHEREAS, the Township desires to find additional funding to offset the cost associated with the increase with the disposal associated with F-listed waste that is common with manufacturing and industrial processes as hazardous; and WHEREAS, Matrix is qualified to do this work and has responsibly performed environmental services for the Township on other projects, NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, that the Township accepts the proposal from Matrix attached herein as Exhibit “A,” not to exceed $6,580.00 to complete the scope of work; AND FURTHER RESOLVED, that a copy of this Resolution shall be made available in the Clerk’s office in accordance with applicable law.
