205-26 July 21, 2026 RESOLUTION TO AWARD CONTRACT REPAIR AND MAINTENANCE OF BUSES FOR THE WEST ORANGE DEPARTMENT OF PUBLIC WORKS WHEREAS, the Township of West Orange Public Works Department has requested the services of a company to perform routine maintenance and repair of buses to keep them operating efficiently, see Exhibit A; and WHEREAS, in accordance with the Local Public Contract Law N.J.S.A. 40A:11-1 et seq., the Purchasing Agent advertised for bids and did receive three (3) submissions on the date May 20, 2026 and time 11:00 am posted; and WHEREAS, three bids were received and the bids were reviewed by both the West Orange Public Works department and the Purchasing Agent to be found responsible and responsive to the specifications and cost restraints; and WHEREAS, the following proposal has been submitted by for Preventative Maintenance and Hourly Repairs: A Lembo Car & Heavy Truck Collision Inc, located at 76 Riverside Ave, Newark, NJ 07104 Annual preventative maintenance costs: 5,000-mile Gas Powered interval $140.00 10,000-mile Gas Powered interval $140.00 5,000-mile Electric Powered interval $140.00 TOTAL $420.00 General Repairs Rates: Hourly Repair Rate $70.00 Hourly OT $70.00 Travel Cost $0 OEM Parts Mark Up 25% Belair Services Located at 641 Tremont Avenue, Orange, NJ 07050 Annual preventative maintenance costs: 5,000-mile Gas Powered interval $255.00 10,000-mile Gas Powered interval $425.00 5,000-mile Electric Powered interval $425.00 TOTAL $1,105.00 General Repairs Rates: Hourly Repair Rate $85.00 Hourly OT $85.00 Travel Cost $0 OEM Parts Mark Up 20% On-Site Fleet Services Located at 36 Edgeboro Road, East Brunswick, NJ 08816 Annual preventative maintenance costs: 5,000-mile Gas Powered interval $400.00 10,000-mile Gas Powered interval $350.00 5,000-mile Electric Powered interval $225.00

TOTAL $975.00 General Repairs Rates: Hourly Repair Rate $105.00 Hourly OT $105.00 Travel Cost $0 OEM Parts Mark Up 20% LET IT BE RESOLVED, by the Council of the Township of West Orange that the Repair and Maintenance of Buses for the West Orange Public Works preventive maintenance be awarded to A Lembo Car & Heavy Truck Collision, Inc. and for the hourly repairs awarded in the order of 1) A Lembo Heavy Truck & Collison, Inc., 2) Belair Services and 3) On-Site Services for the term of 24 months with the option to extend one (1) additional year not to exceed $80,000.00 in total between all three vendors per year. BE IT FURTHER RESOLVED, that the Purchasing Agent is hereby authorized to arrange to pay for the forgoing in accordance with the terms of the purchase order and from funds certified by the Chief Financial Officer.
