236-26 August 18, 2026 RESOLUTION TO ENTER AGREEMENT WITH MEADOWLANDS TRANSPORTATION BROKERAGE CORPORATION D/B/A EZ RIDE FOR THE EZ SPEED STUDY PROGRAM WHEREAS, the Township of West Orange (the “Township”) has a significant interest in and is committed to the safety of vehicle drivers, pedestrians, and all other individuals who utilize the public roadways alike; and WHEREAS, the Township desires to conduct a study to enhance traffic and pedestrian safety at Gregory Avenue, Mithcell Street, and Gregory Place; and WHEREAS, the Meadowlands Transportation Brokerage Corporation d/b/a EZ Ride (“EZ Ride”) offers dynamic speed display and data collection devices (the “Device”), free of charge, for municipal governments within Essex County through the EZ Speed Study Program (the “Program”); and WHEREAS, the Device provides a “Your Speed Is… miles per hour” display which has been shown to slow traffic and increase pedestrian safety; and WHEREAS, the Device also collects data which EZ Ride will analyze the data and provide a summary report on, including the traffic volumes, speeds traveled, day of week and time of day for vehicles upon Gregory Avenue, Mithcell Street, and Gregory Place; and WHEREAS, EZ Ride shall install the Device on or about August 31, 2026, and remove the Device on or about December 15, 2026; and WHEREAS, in order to implement the Device, the Township will need to provide a Certificate of Insurance to Essex County, as the Device will be placed within the County’s right of way; and WHEREAS, the Township desires to enter into this Agreement with EZ Ride for the Program, in order to enhance traffic and pedestrian safety both by making driver’s aware of their speed, and by conducting a study at Gregory Avenue, Mithcell Street, and Gregory Place to determine additional safety measures that may be needed to benefit the health and welfare of vehicle drivers and pedestrians alike. NOW, THEREFORE BE IT RESOLVED, by the Township Council of the Township of West Orange that the Township be and is hereby authorized to execute the Agreement for EZ Speed Study Program, substantially similar to the form annexed hereto as Exhibit “A;” and BE IT FURTHER RESOLVED, that the Township shall execute and provide a Certificate of Insurance to Essex County for implementation of the Device in the County’s right of way; and BE IT FURTHER RESOLVED, that this Resolution shall be
