266-26 September 29, 2026 RESOLUTION TO AWARD A CONTRACT TO LENSLOCK FOR THE WEST ORANGE POLICE BODY WORN CAMERAS WHEREAS, on September 19, 2023, the Township Council for the Township of West Orange (the “Township”) awarded a contract to LensLock, Inc., with offices Lenslock, Inc., 10089 WillowCreek, Ste 200, San Diego, CA 92131 (“LensLock”) for the purchase of Body Worn Cameras and In-Car Camera Audio/Video Recording Systems as well as the retention of ser vices related to the cameras and audio/video recording systems including redaction of videos, on-site repair and training, for a two-year contract term; and WHEREAS, on October 16, 2025, the Township and LensLock executed a one -year extension to their contract term, which will expire on November 1, 2026; and WHEREAS, the Township of West Orange Police Department (the “Police Department”) currently utilizes Body Worn Cameras and In-Car Camera Audio/Video Recording Systems, purchased from LensLock; and WHEREAS, LensLock provides the Police Department with services related to the cameras and audio/video recording systems including redaction of videos, on -site repair, training, and proprietary offloading services; and WHEREAS, LensLock’s proprietary embedded software, developed by LensLock engineers, supports the offloading of recorded evidence from the body-worn cameras and in- car systems; and WHEREAS, without use of LensLock’s proprietary software the body -worn cameras and in-car systems would be unable to offload recorded evidence, eventually causing the devices to reach their storage capacity, rendering them useless; and WHEREAS, N.J.S.A 40A:11-5(1)(dd) permits the support and maintenance of proprietary computer hardware and software without public advertising for bids ; and WHEREAS, the Police Department is satisfied with the service provided which has been used since 2023; and WHEREAS, the Township desires to renew the Agreement with LensLock for an additional year, the term being November 1, 2026 through October 31, 2027; and WHEREAS, Lenslock will submit all required documentation for this award in accordance with the New Jersey State Statues.

NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of West Orange that the Township is authorized to award the contract, in a substantially similar form as attached hereto as “Exhibit A,” subject to Township Attorney review, to Lenslock, Inc., 10089 WillowCreek, Ste 200, San Diego, CA 92131, in an amount not to exceed $76,000.80; and BE IT FURTHER RESOVLED, that the Purchasing Agent will execute a purchase order with stipulated terms on behalf of the Township with funds certified available by the Chief Financial Officer.
