2-57.2, Membership and Appointment; Term. Each member of the Open Space and Recreation Committee shall be a resident of the Township of West Orange. One member shall be appointed by the Mayor. Five members shall be appointed by the Township Council with each Council Member selecting one appointee. Annually, as early each year as practicable, the Council shall select one additional member by majority vote to serve as a member of the Committee. All members shall serve without compensation and for a term of one year unless the Mayor or Council Member(s) of the Township Council appointing that member ends his or her term prior to December 31 of any particular year which shall result in a vacancy for the remainder of that year. Any vacancy occurring shall be filled for the unexpired term only in the same manner as the vacating member was appointed. All members may be reappointed to the Committee. 2-57.6 Rules of Order and Minutes. For the purpose of conducting its meetings in an orderly fashion, the Open Space and Recreation Committee shall make reasonable efforts to use and follow the most recent edition of Robert's Rules of Order. On an annual basis as early in the year as practicable, the Committee shall select from among its members a Chairperson of the Open Space and Recreation Committee, who shall preside over all meetings and a Vice Chairperson to serve as the presiding officer in the absence of the Chairperson. All members present voting “Aye.” Ord. 2894-24 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Rudin, An Ordinance Amending Chapter 2, Section 9.4 General Ordinances Of The Township Of West Orange (Special Counsel) was approved as amended on first reading, ordered advertised according to law, to come up for second and final reading on February 11, 2025. Subject to the advice and consent of the Township Council, the Township Attorney may appoint such Special Counsel as may be required or advisable to handle matters in which a conflict of interest precludes representation by the Township Attorney or Assistant Township Attorney, or which due to its complexity, special nature, time demands or constraints, or for any 10

good reason would benefit from the special experience and/or training of the Special Counsel to be hired. Such Special Counsel need not serve full time and would be expected to serve for the duration of the matter for which he or she was appointed, subject to annual reappointment with the manner and amount of compensation to be approved by the Township Council. Special Counsel would be subject to the supervision of the Township Attomey except for matters involving a conflict of interest precluding representation by the Township Attorney wherein Special Counsel would be subject to the supervision of the Assistant Township Attorney or designated conflict counsel, The bills of all Special Counsel shall be subject to approval by the Township Council. Rent Leveling Board-Appointments and Council Liaison On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, Council President Krakoviak was selected as the liaison to the Rent Leveling Board. All members present voting “Aye.” b. Older Adult Advisory Board — 2 Council Consensus Appointment(s) (1) Rachel Hersey (2) Elmire Pecora On motion made by Councilwoman Scarpa and seconded by Councilwoman Ghebremicael, the above referenced people were approved as Council Consensus appointments to the Older Adult Advisory Board. All members present voting “Aye.” ¢. Zoning Board — Mayor - 2 Consensus Appointment(s) with Advice and Consent of Township Council (1) Mark Sussman (2) Mike Dannemiller On motion made by Councilwoman Ghebremicacl and seconded by Councilwoman Rudin, the above referenced people were approved as the Mayor’s appointments of Alternate Members to the Zoning Board. Councilwoman Casalino, Councilwoman Ghebremicael, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” d. Citizen Budget Advisory Committee — Appointments -2025 e, Ordinance for Phased Transition to Electric-Only Leaf Blowers On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Rudin, the Council voted to place a Leaf Blower ordinance onto an upcoming agenda. g. A motion was made by Councilwoman Rudin and seconded by Council President Krakoviak, to add to a future agenda, a moratorium on new artificial turf ficlds in West Orange. Councilwoman Rudin and Council President Krakoviak voting “Aye.” Councilwoman Casalino, Councilwoman Ghebremicael and Councilwoman Scarpa voting “Nay.” The motion FAILED, ABC Hearing-None At 2:36 a.m., on motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the Public meeting was adjourned and the Council entered into an ABC Hearing. All members present voting “Aye.” 755-25 Person to Person Transfer of Plenary Distribution License No. 0722-44-027-005 from Mountain Society, LLC to Wine Valley Outlet, LLC (Pocket License) (Clerk) On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” 756-24 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2024- 2025 License Term (Clerk) On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” At 2:38 a.m., on motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, the ABC hearing was adjourned.
