Bids Walker Road, South Valley Road, And Rooney Circle Roadway Improvements Project (NJDOT Funded) Bill List A motion was made by Councilwoman Rudin and seconded by Council President Krakoviak, to pull the bills for Matrix New World Engineering and CME Associates off of the Bill list for further study. Councilwoman Rudin and Council President Krakoviak voting “Aye.” Councilwoman Casalino, Councilwoman Ghebremicael and Councilwoman Scarpa voting “Nay.” The motion failed, A motion was made by Councilwoman Rudin and seconded by Councilwoman Ghebremicael, to pull the bills for Diana P. McGovern and Savo, Schalk, Corsini & Warner off of the Bill list for further study. Councilwoman Ghebremicael, Councilwoman Rudin, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Casalino voting “Nay.” The motion carried. A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, to add resolution 107-25 to the agenda, granting a 30-day extension to Pure Natural Vibes to complete their renewal application. All members present voting “Aye.” On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the Consent Agenda was approved as amended. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ord. 2902-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa An Ordinance Amending Chapter 4, Section 34.3 Of The Revised General Ordinances Of The Township Of West Orange (Extra Duty Employment For Police Officers-Rates Of Compensation; Administrative Fees; Payment For Services) was taken up on second and final reading. All members present voting “Aye.” BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 4, Section 34.3 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: L PURPOSE The purpose of this ordinance is to modify the fines set forth in Chapter 4, Section 34,3 of the Revised General Ordinances of the Township of West Orange to be amendable by Resolution such that it is amendable in the future by approval of the Township Council, a necessity in an everchanging socioeconomic climate. IL. CHAPTER 4, SECTION 34.3 SHALL BE AND HEREBY IS AMENDED AND SUPPLEMENTED TO INCORPORATE THE FOLLOWING: §4-34.3 BE AND HEREBY AMENDED AS FOLLOWS: e The portion entitled “Rates of Compensation; Administrative Fees, Payment for 3

Services” which specifies the rate of compensation to employees of the Township Police Department performing Extra Duty Services shall be repealed and replaced by the following language: Because of the myriad types of assignments that Police Officers may be called upon to perform, it is reasonable that different rates apply. a. Unless there are contractual agreements with a vendor/contractor to the contrary, the following rates of compensation apply: 1. Steady Security/Crowd Control Assignments. Steady security and crowd control assignments shall be paid at a rate as prescribed by Resolution. This rate includes an administrative fee prescribed by the same Resolution. 2. Special Event Security and Holiday/Crowd Control Assignments. Special event security and crowd control assignments shall be paid at a rate as prescribed by Resolution. This rate includes an administrative fee prescribed by the same Resolution. Special event security/crowd control assignments are defined as assignments not worked on a regular/steady basis. 4, Traffic/Road Construction. Assignments for all traffic control at construction site assignments shall be as follows: (a) Assignments between 12:00 a.m. on Monday and 11:59 p.m, on Friday shall be paid at a rate as prescribed by Resolution, This rate includes an administrative fee prescribed by the same Resolution. (b) Assignments between 12:00 a.m. on Saturday and 11:59 p.m, on Sunday shall be paid at a rate as prescribed by Resolution. This rate includes an administrative fee prescribed by the same Resolution. (c) All road construction assignments that require the use of a marked patrol unit shall be charged additionally, as prescribed by Resolution. This is in addition to the administrative fees already billed. The assignment of the vehicle will be determined by the Police Administration and availability of the vehicles at the time of the request. (d) All emergency road work assignments which are received by the Township on less than 24 hours’ notice shall require a separate fee paid at a rate as prescribed by Resolution. This rate includes an administrative fee prescribed by the same Resolution. b. All assignments shall have a four-hour minimum per officer contracted. c, Officers are entitled to the minimum hours of compensation stipulated in subsection 4- 34.3b if their assignment is cancelled upon their arrival at the job site

TIL REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which are in conflict with this Ordinance are hereby repealed to the extent of such conflict. Iv. SEVERABILITY If any patt of this Ordinance shall be deemed invalid, such parts shall be severed and the invalidity thereof shall not affect the remaining parts of this Ordinance. Vv. EFFECTIVE DATE This Ordinance shall take effect upon final passage and publication in accordance with the law. 4

The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard, There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the above referenced ordinance was approved. All members present voting “Aye.” Ordinance(s) on First Reading Ord, 2905-25 On motion made by Councilwoman Rudin and seconded by Council President Krakoviak, Au Ordinance Amending aud Supplementing Chapter 28 and Establishing Sections of the Revised General Ordinances of the Township of West Orange Regarding a Lawn Care Registry, was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 8, 2025, : Councilwoman Ghebremicael, Councilwoman Rudin, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Casalino voting “Nay.” The motion carried. BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 28 of the Revised General Ordinances of the Township of West Orange be and are hereby supplemented as follows: I, PURPOSE The purpose of this ordinance is to establish a lawn care registry for businesses operating a commercial lawn business as defined herein. § 28-17—Definitions Commercial Lawn Maintenance Business - A business that performs lawn and yard maintenance within the Township where the cutting of grass and removal of leaves are performed. § 28-18—Registration of Commercial Lawn Maintenance Businesses A, All commercial lawn maintenance businesses must register with the Township Public Works Department by March 1 of each year, unless the business is registered with the State of New Jersey under the Contractors' Registration Act (N.J,S.A. 56:8-136 et seq.) and New Jersey Administrative Code § 13:45A-17.2. For 2025 only, the registration deadline will be July 1, 2025. Businesses that are already registered with the State of New Jersey must submit a copy of their state registration to the Township Public Works Department by March 1 each year. Registered lawn care companies will be listed on the Township website. B, The following information must be provided to the Township during the registration

C. There is no registration fee for this process. Each registered business vehicle (truck) will be issued a sticker by the Township, which must be affixed to the front driver’s side panel of the vehicle. §28-19—Enforcement. This chapter shall be enforced by the Township Police Department, Public Works Department or other Township employees as designated by the Township Business Administrator. §28-20—Violations and penalties. A. Any person found to be in violation of the provisions of this chapter shall be subject to a fine as follows: (1) First offense: $100. (2) Second offense: $200. (3) Any subsequent offense: an amount not to exceed $500. B. Each day a violation continues shall be deemed a separate offense. i. REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which conflict with this Ordinance are hereby repealed to the extent of such conflict. ut SEVERABILITY If any part of this Ordinance shall be deemed invalid, such determination shall only apply to those specific section(s), paragraph(s), subparagraph(s), clause(s) or provision(s) and those parts shall be severed. The invalidity thereof shall not affect the remaining parts of this Ordinance which shall be deemed valid and effective, Ord. 2906-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Rudin, An Ordnance Amending Chapter 25 to Add a New Section of the Revised General Ordinances of the Township of West Orange Regarding Single-Use Bathrooms, was approved on first reading, ordered advertised according to law, to come up for second and final reading afier Planning Board review. Councilwoman Ghebremicael, Councilwoman Rudin and Councilwoman Scarpa voting “Aye.” Council President Krakoviak voting “Nay.” Councilwoman Casalino stepped out of Council Chambers, The motion carried. BE IT ORDANED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 10 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: I. PURPOSE The purpose of this Ordinance is to require any business establishment to designate all single- occupancy bathrooms as gender neutral. § 10- : Definitions Single-Occupancy Facility or Single-Occupancy Restroom: Shall mean a toilet facility with one toilet in the facility, or a toilet and one urinal without a privacy stall separating the two with a locking mechanism
