On motion made by Councilwoman Ghebremicael and seconded by Council President Krakoviak the motion on the above referenced resolution FAILED. Councilwoman Ghebremicael and Council President Krakoviak voting “Aye.” Councilwoman Casalino, Councilwoman Rudin, and Councilwoman Scarpa voting “Nay.” 123-25 Resolution for the Township of West Orange, County of Essex, State of New Jersey, Approving the Corrective Action Plan for the Calendar Year Ending December 31, 2023 (Ditinyak) On motion made by Councilwoman Rudin and seconded by Councilwoman Scarpa, the above referenced resolution was approved, All members present voting “Aye.” 125-25 Resolution Authorizing an Executive Session for the Purpose of Discussing Contract Negotiations -USS, Department of Education Lease — 10 Rooney Circle A motion was made by Council President Krakoviak and seconded by Councilwoman Casalino, to TABLE the above referenced resolution. AN ORDINANCE AMENDING CHAPTER 10 TO ADD A NEW SECTION OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE REGARDING SINGLE-USE BATHROOMS BE IT ORDANED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 10 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: |. PURPOSE The purpose of this Ordinance is to require any business establishment to designate all single- occupancy bathrooms as gender neutral. § 10- : Definitions Single-Occupancy Facility or Single-Occupancy Restroom: Shall mean a toilet facility with one toilet in the facility, or a toilet and one urinal without a privacy stall separating the two with a locking mechanism controlled by the user on the door to enter the facility. §10- : Requirements for Single-Occupancy Restrooms A, All single-occupancy restrooms in any business establishment, place of public accommodation, and Township-owned building or facility shall be designated as all gender for any individual, family, or assisted use. This Includes single-occupancy restrooms intended for use by Township employees or employees of a business or public accommodation. B, Existing business establishments, places of public accommodation, and Township facilities subject to this section shall have 60 days from the effective date of this Ordinance to comply by replacing existing gender-specific signage on the exterior of single-occupancy restrooms with signs that do not indicate a specific gender (such as signs that read “restroom"). New businesses, places of public accommodation, and Township facilities shall be in compliance with this section immediately upon opening to the public. C. During any inspection of a business or a place of public accommodation by an employee of the Township of West Orange Zoning Department, Building Department, or other local official, the inspector or official may inspect for compliance with this Ordinance. ll. REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which are in conflict with this Ordinance are hereby repealed to the extent of such conflict. Ill, SEVERABILITY If any part of this Ordinance shall be deemed invalid, such determination shall only apply to those specific section(s), paragraph(s), subparagraph(s), clause(s) or provision(s) and those parts shall be severed. A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, to remove the legislation from Chapter 10 and have it placed in Chapter 2, All members present voting “Aye.” On motion made by Councilwoman Rudin and seconded by Councilwoman Ghebremicael, the above referenced ordinance was passed as amended on second and final reading. Ali members voting “Aye.” AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTIONS 7-32.1 HANDICAPPED PARKING ON STREETS, AND 7-32.2 RESTRICTED PARKING ZONES OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section L. Subsections 7-32.1, Handicapped Parking on Streets of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition); 7-32.1 Handicapped Parking on Streets. Pursuant to N.J.S.A. 39:4-197(2c) the following on- street location is designated as a handicapped parking place. Such spaces are for use by persons who have been issued special identification cards, plates, or placards by the New Jersey Motor Vehicle Commission, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these places,

All members present voting “Aye.” Ord. 2915-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, Bond Ordinance Providing For Various Roadway Improvements, By And In The Township Of West Orange, In The County Of Essex, State Of New Jersey, Appropriating $10,030,000 Therefor And Authorizing The Issuance Of $6,714,669 Bonds Or Notes Of The Township To Finance Part Of The Cost Thereof was taken up on second and final reading. All members present voting “Aye.” BOND ORDINANCE PROVIDING FOR VARIOUS ROADWAY IMPROVEMENTS, BY AND IN THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY, APPROPRIATING $10,030,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $6,714,669 BONDS OR NOTES OF THE TOWNSHIP TO FINANCE PART OF THE COST THEREOF BE IT ORDAINED AND ENACTED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY (not less than two-thirds of all the members thereof affirmatively concurring), AS FOLLOWS: SECTION 1. The improvements or purposes described in Section 3 of this bond ordinance are hereby authorized as general improvements to be undertaken by the Township of West Orange, in the County of Essex, State of New Jersey (the “Township”). For the said improvements or purposes stated in Section 3 hereof, there is hereby appropriated the amount of $10,030,000, which sum includes (i) a $300,000 grant expected to be received from the Community Development Block Grant Program (the “CDBG Grant”), (ii) $2,966,891 grants expected to be received from the Department of Transportation of the State of New Jersey (the “DOT Grants” and together with the CDBG Grant, the “Grants”), and (iii) down payments in the aggregate amount of $48,440 (the “Down Payments”) for said improvements or purposes as required by the Local Bond Law of the State of New Jersey, as amended and supplemented (N.J.S.A. 40A:2-1 et seq.) (the “Local Bond Law”), which Down Payments are now available from the Township’s Capital Improvement Fund by virtue of a provision or provisions in a previously adopted budget or budgets of the Township for down payment or capital improvement purposes.
