Conference Meeting ~ Cancelled Public Meeting—July 22, 2025 The Public meeting began at 6:36 p.m., Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975, The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on January 7, 2025 and published in the West Orange Chronicle on January 16, 2025. Roll Call — Councilwoman Casalino, Councilwoman Rudin, Councilwoman Scarpa, Council President Krakoviak Pledge of Allegiance At 6:41 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Rudin, the Council entered into an executive session. All members present voting “Aye.” At 8:24 p.m., on motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the Council entered back in to their Public meeting. Reading of Petitions and Communications and Bids Snow Plowing, Salting, Removal and Snow Hauling Services for 2025/26 Season Minutes June 24, 2025, Public Meeting and July 9, 2025, Special Meeting Councilwoman Casalino abstained from the vote on the June 24, 2025 meeting minutes. Bill List A motion was made by Councilwoman Rudin and seconded by Council President Krakoviak to pull the bills for Matrix New World. Councilwoman Rudin voting “Aye.” Councilwoman Casalino, Councilwoman Scarpa and Council President Krakoviak voting “Nay.” The motion FAILED. A motion was made by Councilwoman Rudin and seconded by Councilwoman Casalino to pull the bills for CME. Both motions were later rescinded. A motion was made by Councilwoman Rudin and seconded by Council President Krakoviak to remove the bills for Danya Stokes. Councilwoman Rudin and Councilwoman Scarpa voting “Aye.” Councilwoman Casalino and Council President Krakoviak voting “Nay.” The motion FAILED. A motion was made by Councilwoman Rudin and seconded by Council President Krakoviak to remove the bill for Police Chief James Abbott’s expenses incutred while attending the NJSACOP conference in Atlantic City. All members present voting “Aye.” The remainder of the Bill List was approved on Consent. Ail members present voting “Aye.” Resolution 169-25 Resolution Granting Library of New Jersey Inc. a Renewal of its Local License to Operate a Cannabis Retail Business with the Township of West Orange (Legal-Moon) On motion made by Councilwoman Rudin and seconded by Council President Krakoviak, the above referenced resolution was approved. Councilwoman Rudin, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Casalino abstained. Resolution 170-25 Resolution to Increase the Public Bidding Threshold from $44,000.00 to $53,000.00 (Admin/Finance) The above referenced resolution was considered without any motions being brought forward. Resolution 171-25 Resolution Authorizing Execution of Professional Services Agreement with Steven K. Warner of Savo, Schalk, Corsini, Warner, Gillespie, O’Grodnick & Fisher, P.A., 56 E. Main Street, Suite 301, Somerville, NJ, 08876, as Zoning Board Attorney at the Rate Specified in the Agreement (Legal-Trenk)} On motion made by Councilwoman Rudin and seconded by Council President Krakoviak, the above teferenced resolution was TABLED. All members present voting “Aye.” Resolution 172-25 Resolution Authorizing a Professional Services Contract with Diana McGovern, Esq., of Gaccione Pomaco, P.C., One Boland Drive, Suite 102, West Orange, NJ for the Position of Planning Board Attorney at the Rate Specified in the Agreement (Legal-Trenk) On motion made by Councilwoman Rudin and seconded by Council President Krakoviak, the above referenced resolution was TABLED. All members present voting “Aye.” Ord, 2934-25 On motion made by Councilwoman Casalino and seconded by Council President Krakoviak, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on August 12, 2025. All members present voting “Aye.” Ord. 2935-25 A motion was made by Councilwoman Casalino and seconded by Councilwoman Rudin to revise Section IL, letter ‘c’ to read as follows: Some form of formal space delineation which is aesthetically pleasing, such as a removable fence, shall be required in a parking lot or on sidewalks All members present voting “Aye.” A motion was made by Councilwoman Rudin and seconded by Councilwoman Casalino to revise Section II, letter ‘m’ to read as follows: Whenever amplified sound or music is being played inside an establishment with an outdoor cafe or sidewalk cafe, all doors must be solid, not storm or screen, and windows that open to the outside sidewalk or outdoor café shall remain closed, except as necessary for entry and exit. All members present voting “Aye.” On motion made by Councilwoman Casalino and seconded by Councilwoman Rudin, An Ordinance Amending Chapter 25, Section 11.10 Regarding Outdoor Cafes, was approved, as amended, on first reading, ordered advertised according to law, to come up for second and final reading after Planning Board review, at a date to be determined. A motion was made by Councilwoman Rudin and seconded by Councilwoman Casalino to re-appoint Ms. Roz Moskowitz as the Council Consensus appointment to the above referenced commission. All members present voting “Aye.” At 1:15 a.m., on motion made by Councilwoman Rudin and seconded by Councilwoman Casalino, the Council adjourned the Public meeting and entered into the ABC Hearing. All members present voting “Aye.” ABC Hearing Resolution 769-25 Hearing on Renewal for 2025-2026 License Term-Angelito’s, LLC, 0722-33-039-008 (Special Conditions) On motion made by Councilwoman Casalino and seconded by Council President Krakoviak, the above referenced resolution was approved. All members present voting “Aye.” Resolution 779-25 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2025-2026 License Term (Clerk) Resolution Subject to Change as Additional Licensees Pay their Fees Prior to the Meeting. On motion made by Councilwoman Casalino and seconded by Council President Krakoviak, the above referenced resolution was approved. All members present voting “Aye.” At 1:21 a.m., on motion made by Councilwoman Casalino and seconded by Council President Krakoviak, the ABC Hearing was adjourned.
