Conference Meeting — January 20, 2026 The conference Meeting began at 6:39 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on January 7, 2025 and published in the West Orange Chronicle on January 16, 2025. On motion made by Councilman Krakoviak and seconded by Councilwoman Casalino, the above referenced resolution was TABLED. All members present voting “Aye.” Ordinances of Second and Final Reading Ord. 2947-26 On motion made by Councilwoman Williams and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading, AJJ members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made Council President Scarpa and seconded by Councilwoman Casalino, the public hearing was closed, All members present voting “Aye.” On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. All members present voting “Aye.” Ord, 2948-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-10.1 Stopping or Standing Prohibited During Certain Hours on Certain Streets, and 7-14.3 Parking ‘Time Limited on Certain Streets During Certain Hours of Certain Days of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading, Councilwoman Casalino, Councilman Krakoviak, Councilwoman Rudin and Council President Scarpa voting “Aye.” Councilwoman Williams voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members present voting “Aye.” Ord. 2950-26 On motion made by Councilwoman Williams and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 10, 2026. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay.” Ord. 2951-26 A motion was made by Councilwoman Williams and seconded by Council President Scarpa, to approve An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsections 7-7.3 Temporary Parking Prohibition for Snow Plowing and Removal, and 7-14.1¢c Night Parking Restricted, of the Revised General Ordinances of the Township of West Orange. Councilwoman Casalino, Councilwoman Rudin, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilman Krakoviak voting “Nay.” After further discussion, a motion to reconsider was made by Councilwoman Rudin and seconded by Councilwoman Williams. All members present voting “Aye.” The clerk requested a motion to introduce the item on first reading; however, no motion was offered, and the item FAILED for lack of action.

Ord. 2952-26 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, Capital Ordinance Providing For The Cost Of Preliminary Engineering Expenses In Connection With The Gregory Avenue And Lowell Avenue Safe Routes To School Project, By And In The Township Of West Orange, In The County Of Essex, State Of New Jersey; Appropriating $387,047.59 Therefor To Pay For The Cost Thereof (Which Amount Will Be Funded By A Grant In The Amount Of $387,047.59 Received Or Expected To Be Received From The New Jersey Department Of Transportation), was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 10, 2026.
