Conference Meeting — April 14, 2026 The conference Meeting began at 6:34 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975, The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 30, 2025 and published in the West Orange Chronicle on November 6, 2025. Roll Call — Councilwoman Casalino, Councilman Krakoviak, Councilwoman Rudin, Councilwoman Williams and Council President Scarpa e¢ Commendation: West Orange Recreation Department’s e 5" Grade Boys Traveling Basketball Team e 7 Grade Boys Traveling Basketball Team e 8 Grade Girls Traveling Basketball Team e Presentation: Older Adults Advisory Board Public Meeting— April 14, 2026 The Public mecting began at 7:11 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. Roll Call — Councilwoman Casalino, Councilman Krakoviak, Councilwoman Rudin, Councilwoman Williams and Council President Scarpa Pledge of Allegiance At approximately 7:19 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the Council recessed the public meeting and entered into an executive session. Councilwoman Casalino, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilman Krakoviak and Councilwoman Rudin voting “Nay.” At approximately 10:05 p.m., on motion made by Councilwoman Casalino and seconded by Council President Scarpa, the Council adjourned the executive session and resumed the public meeting. All members present voting “Aye.” Ordinances of Second and Final Reading Ord, 2966-26 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 20, “Streets and Sidewalks,” Section 5.2, “Removal by Township,” of the Municipal Code of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.”

The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only, The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the public hearing was closed. All members present voting “Aye.” On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. All members present voting “Aye.” Ord. 2967-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, An Ordinance Amending Chapter 18 of the Revised General Ordinances of the Township of West Orange to Add a Section Regarding Fire Pits, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made Council President Scarpa and seconded by Councilwoman Williams, the public hearing was closed. All members present voting “Aye.” On motion made by Councilwoman Rudin and seconded by Council President Scarpa, the above referenced ordinance was adopted. All members present voting “Aye.” Ord. 2969-26 On motion made by Councilwoman Rudin and seconded by Councilman Krakoviak, An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 32.2, “Restricted Parking Zones,” of the Municipal Code of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.
