Conference Meeting ~ April 28, 2026 The conference Meeting began at 6:40 p.m., the Municipal Clerk read the following statement; This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 30, 2025 and published in the West Orange Chronicle on November 6, 2025. All members present voting “Aye.” Res. 127-26 Resolution Authorizing the Purchase of a 2006 Seagrave 75’ “ Meanstick” Quint Fire Apparatus from the Township of Deptford, in the Amount of $200,000.00 (Semeraro)

On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the last paragraph of the above referenced resolution was amended to reflect following (highlighted in red): BE IT FURTHER RESOLVED that the Township Purchasing Agent is hereby authorized to arrange to pay for the foregoing substantially in accordance with the terms of the Contract on behalf of the Township of West Orange with funds approved by the Chief Financial Officer. All members present voting “Aye.” On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the above referenced resolution was approved as amended. All members present voting “Aye.” Res. 128-26 Resolution Authorizing Emergency Temporary Appropriations Pursuant to the Provisions of Chapter 96, P.L. 1951 (NJSA 40A:4-20) (Ditinyak) On motion made by Councilwoman Williams and seconded by Council President Scarpa, the above referenced resolution was approved. All members present voting “Aye.” Res. 132-26 Resolution Authorizing a Contract with Downes Tree Service Co., Inc., 65 Royal Lane, Hawthorne, NJ 07506 for the Purchase and Planting of 200 Trees and the Purchase and Installation of Root Barriers and Deer Fencing in an Amount NTE $144,625.00 (Reynolds) On motion made by Councilwoman Williams and seconded by Council President Scarpa, the above referenced resolution was TABLED. All members present voting “Aye.” Ordinances of Second and Final Reading Ord. 2955-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, An Ordinance Amending Chapter 25, “Land Use Regulations,”, Section 47.5, “Organization,” of the Revised General Ordinances of the Township of West Orange to Permit Successive Terms as Chairperson and Vice-chairperson, was taken up on second and final reading. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.

The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Councilwoman Williams and seconded by Council President Scarpa, the public hearing was closed. All members present voting “Aye.” On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay.” Ordinances of First Reading Ord. 2970-26 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits In General, Of The Revised General Ordinances Of The Township Of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on May 12, 2026, All members present voting “Aye.” Ord, 2971-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, 26 An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 32.2, “Restricted Parking Zones,” Of the Municipal Code of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on May 12, 2026. All members present voting “Aye.” Ord. 2972-26 On motion made by Councilwoman Williams and seconded by Council President Scarpa, Calendar Year 2026 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40a: 4-45.14), was approved on first reading, ordered advertised according to law, to come up for second and final reading on May 12, 2026. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion a. On motion made by Councilwoman Williams and seconded by Councilwoman Rudin, the Council voted to have the Cannabis Ordinance placed on an upcoming agenda so that it can be amended to reflect an extension of hours with regard to Cannabis Retail facilities. All members present voting “Aye.” e. Transparency Ordinance - An ordinance of multiple features designed to increase and improve transparency for residents on municipal government operations. ABC Hearing — None At approximately 10:55 p.m., on motion made by Councilwoman Williams and seconded by Council President Scarpa, the Council recessed the Public meeting and entered into an Executive Session. At approximately, 12:29 a.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the Council adjourned their Executive Session along with the Public Meeting.
