On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, public comment portion of the agenda was closed. All members present voting “Aye.” Consent Agenda Approval of Minutes of Previous Meeting — Nene Report of Township Officers - None Reading of Petitions and Communications and Bids-None Bill List A motion was made by Councilwoman Rudin to pull Purchase Order 191503 Dr. Michael Kelly, in the amount of $7,750.00. There was no second, therefore the motion died. A motion was made by Councilwoman Rudin to pull Purchase Order 191563 Millenium Strategies, LLC, in the amount of $937.50. There was no second, therefore the motion died. A motion was made by Councilwoman Rudin to pull Purchase Order 192168 D’Onofrio & Son, Inc., in the amount of $660.00 There was no second, therefore the motion died. q. 210-26 Resolution Authorizing the 2025 Leaf Collection Costs to Llewellyn Park in Accordance with the Formula for Reimbursement Set Forth in the Agreement with Llewellyn Park entitled “Municipal Services Agreement” and dated December 23, 2010 (Ditinyak) r 211-26 REMOVED On motion made by Councilwoman Williams and seconded by Council President Scarpa, the consent agenda was implemented. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda 207-26 Resolution Appointing Nicholas Gillo Chief of Fire effective July 1, 2026 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the third whereas in the above referenced resolution was amended to read: WHEREAS, Nicholas Gillo will be appointed Chief of Fire on July 1, 2026, and the terms of the Employment Agreement will continue through June 30, 2029; and All members present voting “Aye.” On motion made by Councilwoman Williams and Council President Scarpa, the above referenced resolution was approved, as amended. All members present voting “Aye.” 208-26 Resolution Authorizing a Professional Services Agreement with Dr. Michael Kelly, DO, 622 Eagle Rock Avenue, West Orange, NJ 07052, to Provide Testing and Screenings, Pursuant to NJSA 52:14- 17.29ii(a)(1)-(11) for Colon, Lung, Bladder, Oral, Thyroid, Skin, Breast Cervical, Testicular and Prostate Cancer(s) in an Amount NTE $1,250.00 Per Firefighter Over a Three (3) Year Period (Ditinyak) On motion made by Councilwoman Casalino and Council President Scarpa, the above referenced resolution was approved. All members present voting “Aye.” 209-26 Resolution Authorizing the Appointment Dawn M. Donohue as Chief Judge of the Municipal Court for the Township of West Orange, Effective July 1, 2026 for a Term Ending on June 30, 2029 at an Annual Base Salary of $95,000.00 Subject to a 3.0% Annual Increase (Rivera) On motion made by Councilwoman Williams and Council President Scarpa, the above referenced resolution was approved.
All members present voting “Aye.” Ordinances of Second and Final Reading Ord. 2975-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, An Ordinance Amending Chapter 2, “Administration,”, Section 40,2 “Judge of the Municipal Court; Powers and,” Of the Revised General Ordinances of the Township of West Orange to Consolidate the Judge of the Municipal Court Positions, was taken up on second and final reading. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay,” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. : The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance, On motion made by Councilwoman Williams and seconded by Council President Scarpa, the public hearing was closed. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay.” On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was approved. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Williams and Council President Scarpa voting “Aye.” Councilwoman Rudin voting “Nay.” Ord, 2979-26 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee's Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Council President Scarpa and seconded by Councilwoman Williams, the public hearing was closed. All members present voting “Aye.”

All members present voting “Aye.” Ord. 2980-26 An Ordinance Amending and Supplementing Chapter 7 “Traffic” Section of the Revised General Ordinances of the Township of West Orange to Establish a Residential Permit Parking at Nutman Place, Osborne Place, Pillot Place, Quinby Place, Riggs Place and Swaine Place for a Limited Time Pursuant to a Pilot Program The Clerk called for a motion to introduce on second and final reading. There was none. Ordinance(s) on First Reading Ord. 2981-26 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 13, “Parking Prohibited at All Times on Certain Streets,” of the Municipal Code of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on August 4, 2026. All members present voting “Aye.” Ord. 2982-26 On motion made by Councilwoman Casalino and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 10.1, “Stopping or Standing Prohibited During Certain Hours on Certain Streets”, Section 10.2 “Stopping or Standing Prohibited During Certain Hours on Certain Streets on Certain Days”, Section 11 “Parking Time Limited on Certain Streets During Certain Hours”, And Section 13 “Parking Prohibited at All Times on Certain Streets”, of the Municipal Code of the Township of West Orange, was approved. on first reading, ordered advertised according to law, to come up for second and final reading on August 4, 2026.
