Special Public Meeting— August 11, 2026 The Public meeting began at 12:05 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975, The notice for this meeting advertised on the Township website on August 5, 2026. Roll Call — Councilwoman Casalino, Councilman Krakoviak, Councilwoman Rudin, Councilwoman Williams and Council President Scarpa Pledge of Allegiance Public Comment Joy Burnet — Pillot Place — Ordinance 2987-26 Parking permits Justin Goldsman ~ W.O. resident - Ordinance 2987-26 Parking permits There was no one else who wished to be heard. On motion made by Councilwoman Scarpa and seconded by Councilwoman Williams, the public comment portion of the agenda was closed. All members present voting “Aye.” Ordinances on First Reading Ord. 2987-26 On motion made by Council President Scarpa and seconded by Councilwoman Rudin, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7 “TRAFFIC,” OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE TO ESTABLISH SECTION 47, “RESIDENTIAL PERMIT PARKING ZONE #12,” TO CREATE A NEW RESIDENTIAL PERMIT PARKING DISTRICT FOR RIGGS PLACE, PILLOT PLACE, SWAINE PLACE, AND QUINBY PLACE, AND ON ROLLINSON ROAD FROM THE CORNER OF ROLLINSON ROAD AND HAZEL AVENUE TO THE CORNER OF ROLLINSON ROAD AND SOUTH VALLEY ROAD was introduced on first reading, ordered advertised according to law, to come up for second and final reading on August 18, 2026. All members present voting “Aye.” A motion was made by Councilwoman Rudin and seconded by Councilwoman Williams, to remove all references with regard to Rollinson Street from the ordinance. All members present voting “Nay” The motion FAILED, A motion was made by Councilwoman Casalino and seconded by Council President Scarpa to amend the ordinance going back to Zone 12 to create a new residential permit parking district for Riggs Place, Pillot Place, Swaine Place and Quinby Place and on Rollinson Street, from the corner of Northfield Avenue to S. Valley Road, striking “Rollinson Road and Hazel Avenue to the corner of Rollinson Road” from the Ordinance, All members present voting “Aye.” A motion was made by Councilwoman Casalino and seconded by Council President Scarpa, the ordinance was approved on first reading as
