The monthly credit card merchant fees are being charged to the Municipal Court General Fund. Per AOC Directive 8-98, these charges should be made against the Township’s Current Fund. 2. Auditor’s Recommendation: That the credit card merchant fees be charged to the Township’s Current Fund per AOC Directive #8-98. 3. Township Response and Corrective: The practice of netting credit card expenses against the monthly court revenue that is sent over to the Township will be stopped. Credit Card fee expenses will be charged against the Municipal Court’s Operating Budget in accordance with AOC Directive 8-98. 4. Implementation Date: Immediately

Condition: A seven hundred fifty dollar ($750.00) reconciling item on the General Account bank reconciliation for disposed bail to the wrong account was not recorded on the Bail Account’s monthly bank reconciliation for the deposit error. 2. Auditor’s Recommendation: That bank reconciliations be reviewed and corrections be made to reflect reconciling items correlating to both the General and Bail Accounts. 3. Township Response and Corrective Action: The Municipal Court Administrator will properly reflect all reconciling items on the Bail and General Accounts. 4. Implementation Date: Effective for the April 30, 2025 Bank Reconciliations.

123-25 April 22, 2025 RESOLUTION FOR THE TOWNSHIP OF WEST ORANGE, COUNTY OF ESSEX, STATE OF NEW JERSEY, APPROVING THE CORRECTIVE ACTION PLAN FOR THE CALENDAR YEAR ENDING DECEMBER 31, 2023 WHEREAS, N.J.S.A. 40A:5-4 requires the governing body of every local unit to cause an annual audit of its books, accounts and financial transactions to be made and completed within six months after the close of its fiscal year; and WHEREAS, the audit for calendar year ending December 31, 2023 is presented to the governing body on April 22, 2025; and WHEREAS, Local Finance Notice No. 92-15 dated July 8, 1992 requires that the Chief Financial Officer submits a Corrective Action Plan for all findings in the audit within 60 days of receipt of the Report of Audit; and WHEREAS, the Chief Financial Officer has prepared a Corrective Action Plan relating to the findings of the 2023 audit; and NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of West Orange, does hereby approve the Corrective Action Plan for the year 2023 as submitted by the Chief Financial Officer. BE IT FURTHER RESOLVED, that the Township Clerk is directed to forward a copy of this resolution and the Corrective Action Plan to the Director of the Division of Local Government Services. Karen J. 124-25 April 22, 2025 RESOLUTION TO HOLD A CLOSED SESSION WHEREAS, the Open Public Meetings Act (N.J.S.A. 10:4. et seq.) provides for the exclusion of the public meetings of the governing body during the discussion of certain matters; and WHEREAS, prior to the exclusion of the public from a meeting of the Township Council it is required that the Council adopt a Resolution stating the general nature of the subject to be discussed and stating as precisely as possible the time when the minutes of the discussion conducted in closed session can be disclosed to the public; and WHEREAS, this body is about to consider a matter which falls within the purview of N.J.S.A. 10-4-12, and can properly exclude the public from such discussions; now, therefore, be it BE IT RESOLVED, that the Township Council of the Township of West Orange, now assembled in public session at its regular meeting of April 22, 2025 enter into a closed session to consider the following matter(s). () 1. Discussion of any material, the disclosure of which constitutes an invasion of individual privacy. () 2. A collective bargaining agreement or the terms of provisions of same. () 3. Techniques or tactic utilized to protect the safety and property of the public provided that their disclosure could impair such protection. () 4. An investigation of violations or possible violations of the laws of the State of New Jersey and/or the Township of West Orange Administrative Code. (X) 5. Pending or anticipated litigation or contract negotiation in which this body is or maybe a party. () 6. () 8. Discussion of any matter which by express provision of Federal law or State statute or rule of Court shall be rendered confidential. () 9. Discussion of any matter in which the release of information would impair a right to receive funds from the Government of the United Sates. () 10. Discussion of any matter involving the purchase, lease or acquisition of real property with public funds, the setting of banking rates or investment of public funds, where it could adversely affect the public interest if discussion of such matters were disclosed.

() 11. Deliberations occurring after a public hearing that may result in imposition of a civil penalty or suspension or loss of a license or permit. More specifically, the Council may discuss in closed session the following topic(s): 124-25 Resolution Authorizing an Executive Session for the Purpose of Discussing a Matter of Pending or Anticipated litigation specifically Evaluation of Daughters of Israel - Fourth Round Housing Obligation (the general subject matter(s) of discussion shall be indicated by a check mark in the appropriate box and shall be more specifically referred to thereafter to the extent such additional disclosure can be made without compromising the need for confidentiality giving rise to the closed session. IT IS FURTHER RESOLVED that the minutes of said discussion shall be made public as soon as the matter under discussion is no longer of a confidential or sensitive nature such that the public interest will no longer be served by such confidentiality. 2905-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 28 AND ESTABLISHING SECTIONS OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE REGARDING A LAWN CARE REGISTRY BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 28 of the Revised General Ordinances of the Township of West Orange be and are hereby supplemented as follows: I. PURPOSE The purpose of this ordinance is to establish a lawn care registry for businesses operating a commercial lawn business as defined herein. § 28-17—Definitions Commercial Lawn Maintenance Business - A business that performs lawn and yard maintenance within the Township where the cutting of grass and removal of leaves are performed. § 28-18—Registration of Commercial Lawn Maintenance Businesses A. All commercial lawn maintenance businesses must register with the Township Public Works Department by March 1 of each year, unless the business is registered with the State of New Jersey under the Contractors' Registration Act (N.J.S.A. 56:8-136 et seq.) and New Jersey Administrative Code § 13:45A-17.2. For 2025 only, the registration deadline will be July 1, 2025. Businesses that are already registered with the State of New Jersey must submit a copy of their state registration to the Township Public Works Department by March 1 each year. Registered lawn care companies will be listed on the Township website. B. The following information must be provided to the Township during the registration process: 1. 2. 3. 4. 5. There is no registration fee for this process. Each registered business vehicle (truck) will be issued a sticker by the Township, which must be affixed to the front driver’s side panel of the vehicle. §28-19—Enforcement. This chapter shall be enforced by the Township Police Department, Public Works Department or other Township employees as designated by the Township Business Administrator. 1

§28-20—Violations and penalties. A. Any person found to be in violation of the provisions of this chapter shall be subject to a fine as follows: (1) First offense: $100. (2) Second offense: $200. (3) Any subsequent offense: an amount not to exceed $500. B. Each day a violation continues shall be deemed a separate offense. II. REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which conflict with this Ordinance are hereby repealed to the extent of such conflict. III. SEVERABILITY If any part of this Ordinance shall be deemed invalid, such determination shall only apply to those specific section(s), paragraph(s), subparagraph(s), clause(s) or provision(s) and those parts shall be severed. 2906-25 AN ORDINANCE AMENDING CHAPTER 10 TO ADD A NEW SECTION OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE REGARDING SINGLE-USE BATHROOMS BE IT ORDANED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 10 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: I. PURPOSE The purpose of this Ordinance is to require any business establishment to designate all single-occupancy bathrooms as gender neutral. § 10-_____: Definitions Single-Occupancy Facility or Single-Occupancy Restroom: Shall mean a toilet facility with one toilet in the facility, or a toilet and one urinal without a privacy stall separating the two with a locking mechanism controlled by the user on the door to enter the facility. §10-____: Requirements for Single-Occupancy Restrooms A. All single-occupancy restrooms in any business establishment, place of public accommodation, and Township-owned building or facility shall be designated as all gender for any individual, family, or assisted use. This includes single-occupancy restrooms intended for use by Township employees or employees of a business or public accommodation. B. Existing business establishments, places of public accommodation, and Township facilities subject to this section shall have 60 days from the effective date of this Ordinance to comply by replacing existing gender-specific signage on the exterior of single-occupancy restrooms with signs that do not indicate a specific gender (such as signs that read "restroom"). New businesses, places of public accommodation, and Township facilities shall be in compliance with this section immediately upon opening to the public. C. During any inspection of a business or a place of public accommodation by an employee of the Township of West Orange Zoning Department, Building Department, or other local official, the inspector or official may inspect for compliance with this Ordinance. 1
