TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE IN THE COUNTY OF ESSEX, NEW JERSEY PUBLIC NOTICE NOTICE OF BOND ORDINANCE ADOPTION AND SUMMARY 2921-25 The bond ordinance, the summary terms of which are included herein, has been finally adopted by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey (the “Township”) on May 6, 2025 and the twenty (20) day period of limitation within which a suit, action or proceeding questioning the validity of such bond ordinance can be commenced, as provided in the Local Bond Law, has begun to run from the date of the first publication of this statement. Copies of the full bond ordinance are available at no cost and during regular business hours at the Clerk’s office for members of the general public who request the same. The summary of the terms of such bond ordinance follows: Title: BOND ORDINANCE PROVIDING FOR VARIOUS 2025 CAPITAL ACQUISITIONS AND IMPROVEMENTS, BY AND IN THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY, APPROPRIATING $635,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $605,600 BONDS OR NOTES OF THE TOWNSHIP TO FINANCE PART OF THE COST THEREOF Purpose(s): The bond ordinance provides for (i) improvements and repairs to the Lando Parking Lot; (ii) the purchase and installation of calming measures along the entire length or portions of Kelly Drive; and (iii) improvements and repairs along the entire length or portions of Dogwood Drive at Boland Park. In such capacity, I have the responsibility to maintain the minutes of the meetings of the governing body of the Township and the records relative to all resolutions and ordinances of the Township. DOWN PAYMENT CERTIFICATE I, the undersigned Chief Financial Officer of the Township of West Orange, in the County of Essex, State of New Jersey (the “Township”), DO HEREBY CERTIFY that prior to final adoption of the bond ordinance entitled, “BOND ORDINANCE PROVIDING FOR VARIOUS 2025 CAPITAL ACQUISITIONS AND IMPROVEMENTS, BY AND IN THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY, APPROPRIATING $635,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $605,600 BONDS OR NOTES OF THE TOWNSHIP TO FINANCE PART OF THE COST THEREOF” there was available down payments for the improvements or purposes authorized by said bond ordinance the aggregate amount of $29,400 (the “Down Payments”), which Down Payments are now available from the Township’s Capital Improvement Fund by virtue of a provision or provisions in a previously adopted budget or budgets of the Township for down payment or capital improvement purposes. 762-25 April 8, 2025 RESOLUTION WHEREAS, 0722-33-012-003 BK Lobster WO, LLC t/a Hendrix House has made an application for a Place-to-Place Transfer for the above-mentioned inactive license; and WHEREAS, the principal has been investigated by the Township Police Department with no impediments to an interest in an alcoholic beverage license; and WHEREAS, due notice of the proposed transfer was published in the West Orange Chronicle on March 6, 2025 and March 13, 2025, appropriate fees have been paid by the applicant, and tax clearance for the transfer has been received; and WHEREAS, a public hearing was conducted on April 8, 2025 and no one appeared in opposition thereto; and NOW THEREFORE BE IT RESOLVED that the Township Council of the Township of West Orange hereby authorizes the Place-to-Place Transfer of Plenary Retail Distribution License No. 072233-012-003 to BK Lobster WO, LLC t/a Hendrix House, 161 Main Street, West Orange, NJ 07052 and is hereby approved. ______________________________________ Karen J.
