In such capacity, I have the responsibility to maintain the minutes of the meetings of the governing body of the Township and the records relative to all resolutions and ordinances of the Township. DOWN PAYMENT CERTIFICATE I, the undersigned Chief Financial Officer of the Township of West Orange, in the County of Essex, State of New Jersey (the “Township”), DO HEREBY CERTIFY that prior to final adoption of the bond ordinance entitled, “BOND ORDINANCE PROVIDING FOR VARIOUS 2025 CAPITAL ACQUISITIONS AND IMPROVEMENTS, BY AND IN THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY, APPROPRIATING $635,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $605,600 BONDS OR NOTES OF THE TOWNSHIP TO FINANCE PART OF THE COST THEREOF” there was available down payments for the improvements or purposes authorized by said bond ordinance the aggregate amount of $29,400 (the “Down Payments”), which Down Payments are now available from the Township’s Capital Improvement Fund by virtue of a provision or provisions in a previously adopted budget or budgets of the Township for down payment or capital improvement purposes. 2922-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-29.1, SPEED LIMITS IN GENERAL OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsection 7-29.1 Speed Limits in General, of the Revised General Ordinance of the Township of West Orange is hereby supplemented and amended as follows, pursuant to the provisions of N.J.S.A. Title 39 Motor Vehicles and Traffic Regulations, Chapters 39:4-8a, 39:4-98, and 39: 4-197. 2922-25 LEGISLATIVE HISTORY This Ordinance amends Chapter 7, Subsection 29.1 of the Revised General Ordinances. It establishes a 20 M.P.H. speed limit within the Gregory School Zone on weekdays between 8AM-10AM and 3PM-5PM when children are normally present. This change is part of a larger program improving visibility and safety within the Gregory School Zone. At all other times, the speed limit will remain at 25 M.P.H.

If any provisions of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any of the provisions or applications of this Ordinance that can be given effect without the valid provision(s) or application and to this end, the provisions of this Ordinance are severable. 2923-25 LEGISLATIVE HISTORY This Ordinance amends and updates the previous list of Municipal Parking Yards to reflect various changes that have occurred since the last update. During the last revision of the Township Tax Maps, some lots were consolidated under one lot. The West Orange Library changed locations. Other addresses were changed to reflect the address listings of the Township Tax Assessor property list.

PURPOSE: The purpose of this ordinance is to amend and supplement Chapter 20, Section 1.1 et seq. of the Revised General Ordinances of the Township of West Orange (the “Township Code”). II. No. 2635-21 ] No person shall open, dig up, or excavate any street or sidewalk, or any portion thereof for the purpose of connecting any pipe or conduit pipe with a water or gas main, or for any other purpose whatsoever, unless the applicant shall first obtain a permit from the Municipal Engineer. § 20-1.2. Provisions of Permit; Procedures; Fees. [1972 Code § 22-1.2; Ord. No. 729-84 § 3; Ord. No. 1328-95 § 4; amended 2-9-2021 by Ord. No. 2635-21 ] a. The permit shall be in writing, signed by the Township Engineer or his/her representative and shall include: 1. A description of the work to be performed. 2. A reason for said work. 3. The street address including the nearest cross streets where the excavation is to be made. 4. A plan or sketch in proper scale indicating the size and location of the proposed openings which shall include: a. The distance in feet from the nearest intersection and from the nearest curb line; b. The dimensions of the opening including length and width; c. The existing parking restrictions. 5. The start and estimated completion dates. 6.
