186-25 August 12, 2025 RESOLUTION APPOINTING MUNICIPAL HOUSING LIAISON WHEREAS, pursuant to P.L. 2024, c.2, the Township of West Orange (the “Township”) is required to appoint a Municipal Housing Liaison for the oversight of administration of the Township’s affordable housing program to enforce the requirements of the law and N.J.A.C. 5:80-26.1 et. seq.; and WHEREAS, Chapter 25 Section 18.17 provides for the appointment of a Municipal Housing Liaison to administer the Township’s affordable housing program., and WHERAS, Chapter 25 Section 18.17 requires that the Municipal Housing Liaison shall be appointed with the approval of the governing body; and WHEREAS, the Municipal Housing Liaison is an uncompensated position; and WHEREAS, Geniece Gary-Adams and Peter F. 187-25 August 12, 2025 RESOLUTION WHEREAS, on Tuesday, August 05, 2025 the Township received bids for the contract “20252026 Snow Plowing, Salting, Removal and Snow Hauling” from two contractors: Grabowski Construction, Inc. of 770 Northfield Avenue, West Orange, NJ and Shauger Property Services, Inc. of 429 Dodd Street, East Orange, NJ; and WHEREAS, the Director of Public Works recommends the following award of contracts per the attached Schedule A; and WHEREAS, the Director of Public Works recommends the rejection and rebidding of the following contract as per the attached Schedule A; and WHEREAS, funding for this service is available in the 2025 operating budget and will be available in the 2026 operating budget; and WHEREAS, the Township Council concurs in the foregoing. 188-25 August 12, 2025 R E S O L U T I O N- AWARDING A CONTRACT FOR THE PERFORMANCE OF PRELIMINARY ENGINEERING (PE) SERVICES TO GREENMAN – PEDERSEN, INC FOR THE WASHINGTON STREET CORRIDOR IMPROVEMENT PROJECT PHASE 2 WHEREAS, the Township of West Orange wishes to perform improvements to the Washington Street corridor from Liberty Street to the City of East Orange limits; and WHEREAS, the Township has been awarded NJDOT Local Aid and Economic Development Transportation Alternatives Program (TAP) grant funding in the amount of $707,000.00 for this project; and WHEREAS, the Township requires the services of a professional engineering firm and land surveying firm to oversee the Preliminary Engineering (PE) phase of this project; and WHEREAS, one of the distinctive features of this TAP grant is additional funding is provided via a Design Assistance Program to cover the consultant’s cost if one of the five NJDOT prequalified consultants is selected to oversee this project, so as not to impact the $707,000.00 grant total; and WHEREAS, NJDOT conducted a TAP Set-Aside Assistance Consultant Selection by evaluating, rating, and ranking consultants and Greenman – Pedersen, Inc. (GPI) was one of the four consultants qualified through this process to perform these services; and WHEREAS, the Township needs to endorse GPI contract (Exhibit A) that serves as the Notice to Proceed, so that Preliminary Engineering (PE) commence for this project; and WHEREAS, GPI has submitted a proposal as part of the Executed Federal Aid Agreement (Exhibit B) approved on July 17, 2025 for completing the Preliminary Engineering (PE) Phase of this project at a total cost of $155,437.29; and WHEREAS, Greenman – Pedersen, Inc., have performed similar work for the Township on several projects and their work quality is very good; and
