Raceway Mall Tank Rehabilitation Freehold Township, New Jersey Project Manager for the design, bid, and construction of the rehabilitation of the 3.0 million gallon water storage standpipe at the Raceway Mall in Freehold Township. Koenig Lane Water Treatment Plant Filter Upgrades Freehold Township, New Jersey Project Manager for the design and construction of ion exchange pressure filter upgrades and filter media replacement for vertical pressure filters at the Freehold Township Water Treatment Plant. Harmony Street Sanitary and Storm Sewer Improvements North Plainfield Borough, New Jersey Construction Administrator for the construction of a replacement sanitary sewer. The work included 300 lf of 8-inch diameter sewer main, sanitary manholes, sanitary sewer laterals, stormwater catch basins, stormwater manholes, and stormwater piping. Responsibilities included coordination with general contractor, Borough Department of Public Works, Borough Engineer, and Borough Police Department. Route 22 and North Drive Sanitary Sewer Improvements North Plainfield Borough, New Jersey Assisted with the design for the construction of replacement sanitary sewer along a state highway. The work included the replacement of 300 lf of 8-inch diameter sewer main, sanitary manholes, and sanitary sewer laterals. The design work included preparing construction drawings and specifications, and developing traffic control plans for single lane and shoulder closing on State Highway Route 22 in accordance with NJDOT regulations. Additional responsibilities included coordination with NJDOT engineers for utility opening permits, and production of construction drawings and specifications. Asset Management Plan and Geographic Information System (GIS) Utility Survey Red Bank Borough, New Jersey Project Manager for the preparation of a Water Utility Asset Management Plan and GIS Utility Survey. The Asset Management Plan addressed all requirements of the New Jersey Water Quality Accountability Act and provided the Borough with a working document to manage water utility assets. Well Nos. 14 and 15 Well Head Replacement Freehold Township, New Jersey Assisted with the design for the replacement of two existing well head pitless adapters. The replacement design included the design of above grade well discharge, piping, and appurtenances located in a Freshwater Wetlands Transition Area. Responsible for producing construction documents, including drawings and specifications, and coordinating with the project Permit Lead for the Freshwater Wetlands permits. Replacement Well No. 12 Freehold Township, New Jersey Design Engineer responsible for completing the design replacement of an under producing water supply well. The work included the design of the test well and replacement well within a Freshwater Wetlands Transition Area. Additional responsibilities included producing construction drawings and specifications. Water System Compliance Assistance, Lakewood Township Municipal Utilities Authority (MUA) Ocean County, New Jersey Provided compliance assistance with regard to maintaining compliance with the Safe Drinking Water Act rules and regulations and requirements of the USEPA and NJDEP. The work included maintaining and updating the USEPA CDX website for the Unregulated Contaminant Monitoring Rule data, completion and submission of the quarterly water diversion and utilization reports, monthly and quarterly New Jersey Pollution Discharge Elimination System (NJPDES) water quality reports for Aquifer Storage and Recovery wells, and renewal and modification to the authority’s online air quality general permits. Munitions Storage Administration Expansion United States Air National Guard, North Carolina Assisted with the design to develop civil site plan, utility plan, landscape plan, and construction details for a new administration building, munitions storage buildings, and munitions inspections buildings. 257-25 Nove mber 1 2 , 2025 ESSEX COUNTY COMMUNITY DEVELOPMENT 2026 RESOLUTION WHEREAS, the Township of West Orange is one of the municipalities of Essex County that must appoint two (2) Community Development representatives t o the Essex County Division of Housing and Community Development; and WHEREAS, the Mayor has recommended the appointment of Zayibeth Carballo and James A. Williams as Community Development representatives from the Township of West Orange; and WHEREAS, the Council is in agreement with the recommendation of the Mayor. NOW, THEREFORE BE IT RESOLVED by the Municipal Council of the Township of West Orange that Zayibeth Carballo and James A. Williams be and they are hereby appointed as the Township of West Orange Community Development representatives to the Essex County Division of Housing and Community Development for the year 2026. 258-25 November 12, 2025 RESOLUTION WHEREAS, in October 19, 2025, there was a sewer backup for the second time at the dead-end manhole on Vosseler Court; and WHEREAS, the temporary repair performed by the Department of Public Works sewer crew was not holding up; and WHEREAS, the Department of Engineering proceeded to contact the Shauger Group to conduct the emergency repair to avoid any additional and catastrophic collapse of the sanitary sewer main which could result in further sewage backups into the homes or an overflow into the street; and WHEREAS, pursuant to the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11.6a the Municipal Engineer on October 22, 2025 notified the Purchasing Agent of the need to perform an emergency contract for this work with a cost between $40,000.00 and $60,000.00; and WHEREAS, it was concluded that to expedite the work and to perform the emergency repair of the 8-inch sanitary sewer main at Vosseler Court to protect public health and safety an emergency contract would be issued to The Shauger Group; and WHEREAS, The Shauger Group submitted an invoice dated October 30, 2025 for the emergency repair of the 8-inch sanitary sewer pipe in the amount of $30,429.54; and WHEREAS, the Municipal Engineer by letter dated October 31, 2025 recommends paying the costs of this emergency work; and WHEREAS, sufficient funds exist for this work; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that an emergency appropriation in an amount not to exceed $30,429.54 without authorization is authorized to The Shauger Group for emergency sanitary sewer repair and construction to the Township’s

BE IT FURTHER RESOLVED that this work was performed pursuant to the provisions of the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11-6 as the work was required to protect public health and welfare.
