260-25 November 24, 2025 RESOLUTION WHEREAS, on November 21, 2024 the Township received five bids for the Vincent’s Pond Walkway Improvement Project; and WHEREAS, after the review of the bid submissions, it was found that the bid submissions exceeded the Township’s appropriations for goods and services; and WHEREAS, by letter dated January 14th, 2025, the Department of Engineering requested that bids be rejected, bid specifications modified and re-bid; and WHEREAS, by Resolution No. 30-25, the Township Council approved the request for the rejection of bids; and WHEREAS, on May 30th, 2025, the Department of Environmental Protection approved a Green Acres funding award grant for the Vincent Pond Improvements; and WHEREAS, the Township desires to re-bid the Vincent’s Pond Walkway Improvement Project; and WHEREAS, the Township requires Professional Engineering Services for the design phase and bid phase; and WHEREAS, the Township solicited a proposal from CME Associates for Professional Engineering Services to re-design the Vincent’s Pond Walkway Improvements project; and WHEREAS, CME Associates submitted a proposal dated November 6th, 2025 in the amount of $10,000.00; and WHEREAS, by letter dated November 13th, 2025 the Township Engineer recommends that a professional services contract be awarded to CME Associates, 1460 Route 9 South, Howell, NJ 07731 for design phase services and bid phase services as outlined in their proposal; and WHEREAS, CME Associates responded to the Township’s Request for Qualifications for Professional Services for 2025; and
WHEREAS, sufficient funds exist for the services outlined in the proposal of CME Associates; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange, New Jersey that a professional services contract be awarded to CME Associates to provide professional engineering services for the Vincent Pond Walkway Improvements Re-Design project for an amount not to exceed $10,000.00. It is our understanding that the Township would like to re-design the walkway to propose a porous material to meet NJDEP regulations. The scope of work included under this proposal will be to revise the drawings and specifications to accommodate the additional requirements and re-bid the project. With this being said, our office anticipates the following scope of work: A) Design Phase Services The work in this phase will involve revisions to the plans and bid documents for the public bid process for the project. Work in this phase will involve but not be limited to the following: 1. Revisions to the construction plans as may be necessary to provide additional design requirements for the paving of the walkway; and, 2. Revision of the Specifications to accommodate the construction plans revisions. B) Bid Phase Services This phase will include the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide the Township with 20 copies of bid documents for prospective bidders as needed. 2. Coordinate with the Township, as needed.

30-25 January 28, 2025 RESOLUTION AUTHORIZING THE REJECTION OF THE FIVE BIDS RECEIVED FOR LAKE VINCENT WALKWAY IMPROVEMENTS WHEREAS, the Township of West Orange (“Township”) sought bids for a Contract for Lake Vincent Walkway Improvements; and WHEREAS, five sealed bids were received and opened by the Township on November 21,2024; and WHEREAS, the Township of West Orange Department of Engineering is requesting that the bid specifications be modified and re-bid the procurement process; and WHEREAS, pursuant to N.J.S.A. 40A:11-13.2(d), the Township can reject all five bids when it wishes to modify the specifications; and WHEREAS, the Township will revise the specifications and re-bid said specifications; and NOW, THEREFORE,IT IS RESOLVED, by the Council of the Township of West Orange that all five bids received on November 21, 2024 for Lake Vincent Walkway Improvements are hereby REJECTED pursuant to N.J.S.A. 40A:11-13.2(d) as to specifications will be revised and re-bid and the payments received for the previously issued specifications shall be returned; and ( Kafen-J-Caynevale, R.M.C.
