1 Public Meeting – July 17, 2012 The Township Council of the Township of West Orange met in the Council Chambers, 66 Main Street, West Orange, New Jersey at 7:00 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 7, 2011. Roll Call: Present: Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango, and Council President Cirilo Absent: None The Township Council identified and presented for unanimous consent, Item 4 (Minutes), Item 7 (Bills) and Item 11 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President stated that this is the scheduled time for the public hearing and asked if there was anyone who wished to be heard. Mark Meyerowitz, 19 Howell Drive, West Orange. Sangeeta Badlani, on behalf of the Nikhil Badlani Foundation Gerry Gurland, member of the West Orange Historic Preservation Commission Anthony Pugliese, Public Information Officer for Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of June 12, 2012 were approved as submitted. Bills The Bill List was received and ordered paid. A summary of the Bill List is attached. Resolutions The following resolutions were adopted:

2 Resolution #147-12 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for a Period of January 1, 2012 – December 31, 2012 in the Amount of $9,500 for Mountain Top League *It is noted that Councilman Guarino recused himself from the above resolution. Resolution #148-12 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2012 – December 31, 2012 in the Amount of $2,500 for PTA Project Graduation Resolution #149-12 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 2, 2012 – December 31, 2012 in the Amount of $45,000 for the West orange Community House *It is noted that Councilman Guarino recused himself from the above resolution. Resolution #150-12 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2012 – December 31, 2012 in the Amount of $12,000 for the Township Police Athletic League Resolution #151-12 – REMOVED Resolution #152-12 – REMOVED Resolution #153-12 Resolution Authorizing a Discharge of Mortgage for 28 Central Place, West Orange, NJ Resolution #154-12 Resolution Authorizing a Contract with Garden State Laboratories, Inc. for Public Health Testing Services for a One Year Period Beginning January 1, 2012 and Ending December 31, 2012 at a Cost of $5,000 Resolution #156-12 Resolution Authorizing a Refund for Duplicate Payment for Sewer Tax for 2012- 7 Ashwood Terrace Resolution #158-12 Resolution Authorizing the Appointment of Bart Quentzel to the Zoning Board as Alternated #1 for a Two Year Term Starting on July 1, 2012 and Expiring on June 30, 2014

3 Ordinances on Second and Final Reading – None Ordinance on First Reading Ordinance #2359-12 On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER XXV, SECTION 25-30 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, ENTITLED HISTORIC PRESERVATION COMMISSION, was taken up on first reading by title only. All members voting “Aye”. The Clerk read the ordinance by title only. Following discussion and on motion made by Councilman Krakoviak and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, advertised according to law, to come up for second and final reading on August 21, 2012. All members voting “Aye”. Resolution #155-12 Resolution Authorizing Interim Engagement of Phillips, Preiss, Grygiel, LLC, Hiring Paul Grygiel as the Temporary Planning Director Mr. Grygiel gave a brief overview regarding the above and responded to questions from Council. Following discussion and on motion made by Councilman Krakoviak and seconded by Councilwoman Spango, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #157-12 Resolution Authorizing an Award of Contract to Eastern Communications, Ltd., 48-14 36th Street, Long Island City, NY to Upgrade Radio Communication Equipment as mandated by the FCC in the Amount of $30,960.00 Captain Matt Feula, West Orange Police Department, responded to questions from Council. Following discussion and on motion made by Councilwoman McCartney and seconded by Councilman Guarino , the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilwoman Spango and seconded by Councilman Krakoviak, the Council adjourned their regular meeting and reconvened as the Alcoholic Beverage Control Board. 4 Hearing and Resolution on Applications for Renewal of Plenary Retail Consumption, Distribution, and Club Licenses for the 2012-2013 License Term On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the above mentioned resolution was adopted. All members voting “Aye”. The Minutes of this meeting are on file in the Office of the Municipal Clerk. On motion made by Councilwoman McCartney and seconded by Councilman Krakoviak, the meeting was adjourned at 8:20 P.M. . __________ KAREN J.
