Public Meeting – July 16, 2013 The Township Council of the Township of West Orange met in the Council Chambers, 66 Main Street, West Orange, New Jersey at 7:00 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 29, 2012. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township Council identified and presented for unanimous consent, Item 5 (Petitions, Communications and Bids), Item 7 (Bills) and Item 8 (Certain Resolutions). On motion made by Councilman Cirilo and seconded by Councilwoman Spango, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Minutes On motion made by Councilman Krakoviak and seconded by Councilman Cirilo, the minutes of June 25, 2013 were tabled to the August 20, 2013 council meeting. All members voting “Aye”. Reading of Petitions and Communications and Bids – Planning Board Recommendations to the Township Council Resolution 13-02 “Complete Streets” Resolution 13-03 “Standby Generators” Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolution #150-13 Resolution Authorizing an Easement Agreement and Deed of Easement between 2 Roosevelt Avenue, Block 3, Lot 175.19 and 30 Curtis Avenue, Lot 28, Block 175.19 and the Township Resolution #151-13 Resolution Authorizing a Professional Services Contract with Suburban Consulting Engineers, Inc., 100 Valley Road, Suite 202, Mount Arlington, NJ 07856 to Provide Engineering and Land Surveying Services for the Improvement of Moore Terrace for a Fee NTE $22,290.00 Resolution #152-13 Resolution Authorizing the Sale of Abandoned Cars at Public Auction Ordinances on Second and Final Reading – None Ordinances on First Reading Ordinance #2378-13 On motion made by Councilman Krakoviak and seconded by Councilman Cirilo, the above mentioned ordinance was tabled. All members voting “Aye” to table. Ordinance #2379-13 BOND ORDINANCE AMENDING BOND ORDINANCE 2366-12 AND BOND ORDINANCE 2377-13 FINALLY ADOPTED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY ON DECEMBER 18, 2012, AS AMENDED ON JUNE 11, 2013, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilman Cirilo and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on August 20, 2013. All members voting “Aye”. Ordinance #2380-13 AN ORDINANCE OF THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY ADOPTING AN AMENDMENT TO THE HARVARD PRESS REDEVELOPMENT PLAN, was introduced and passed on first reading. 4

The Clerk read the ordinance by title only. On motion made by Councilman Guarino and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on August 20, 2013. All members voting “Aye”. Ordinance #2381-13 AN ORDINANCE OF THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY AUTHORIZING THE ESTABLISHMENT OF A GOVERNMENT ENERGY AGGREGATION PROGRAM, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on August 20, 2013. All members voting “Aye”. ABC HEARING On motion made by Councilwoman Spango and seconded by Councilman Guarino, the Council adjourned and went into the hearing as the Alcoholic Beverage Control Board. All members voting “Aye”. #507-13 Renewal of Plenary Retail Distribution, Consumption and Club License for the 2013-2014 License Term On motion made by Councilman Guarino and seconded by Councilwoman Spango, the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilman Guarino and seconded by Councilwoman Spango, the meeting was adjourned at 9:30 p.m. . All members voting “Aye”.
