4 All members voting “Aye”. Ordinance #2394-13 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER III, SECTION 3-3, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ENTITLED “RULES OF COUNCIL”, “MEETINGS”, AND SPECIFICALLY SECTION 3-3.1, “REGULAR MEETINGS”, was introduced and passed on first reading. The Clerk read the ordinance by title only. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on December 3, 2013. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #211-13 Resolution of the Township of West Orange Authorizing the Application for Refunding Bond Ordinance to be Filed with the Local Finance Board Pursuant to NJSA 40A:2-51 – Tax Appeals Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilman Cirilo and seconded by Councilman Guarino, the Council went into Executive Session to discuss a Matter of Litigation. All members voting “Aye”. On motion made by Council President McCartney and seconded by Councilman Krakoviak, the Council went back into their public meeting. All members voting “Aye”. Resolution #215-13 Resolution Authorizing Township Attorney to Re-retain Computer Design & Services for the Production of an Expert Report in Connection with the Litigation Entitled Township of West Orange v. Link Communications, Ltd. Aziz Nekoukar, Esq. commented on the above resolution. Following discussion and on motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned resolution was adopted. All members voting “Aye”.
