1 Public Meeting – February 11, 2014 The Township Council of the Township of West Orange met in the Council Chambers, 66 Main Street, West Orange, New Jersey at 7:05 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Bill Cofone, 57 Winding Way, West Orange Mark Meyerowitz, 19 Howell Drive, West Orange Clare Silvestri, 20 Grand View Avenue, West Orange Anthony Puglisi, Public Information Officer for Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of January 28, 2014 were approved as submitted. Resolutions The following resolutions were adopted: Resolution #27-14 Resolution Authorizing Execution of Developer’s Agreement with Estate of H. Forfar for improvements to 45-49 Lincoln Avenue Resolution #28-14 Resolution Authorizing Raffle Licenses

2 Ordinances on Second and Final Reading Ordinance #2399-14 On motion made by Council President McCartney and seconded by Councilman Cirilo, AN ORDINANCE AMENDING AN ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE MUNICIPAL EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATION AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE GUIDELINES OF THE NEW JERSEY DEPARTMENT OF PERSONNEL – MECHANICS HELPER, was taken up on second and final reading. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. Following discussion and on motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Ordinances on First Reading Ordinance #2400-14 AN ORDINANCE AMENDING CHAPTER 15, SECTION 15-7 TO UPDATE THE TOWNSHIP’S RENT CONTROL ORDINANCE, was introduced and passed on first reading. All members voting “Aye”. The Clerk read the ordinance by title only. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on February 25, 2014. 3 Resolution Authorizing an Agreement to Retain Blau and Blau for the Provision of Commercial Real Estate Tax Appeal Services on a Flat Fee Basis of $6,000 Per Month Following discussion and on motion made by Councilman Krakoviak and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #30-14 Resolution Authorizing an Agreement to Retain Bourne, Noll & Kenyon for the Provision of Residential Real Estate Tax Appeal Services on a Flat Fee Basis of $3,250 Per Month Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #31-14 Resolution Authorizing an Extension of the Contract for Emergency and Non Emergency Tree Services with Kevin Downes Tree Service, Inc., 65 Royal Avenue, Hawthorne, NJ in the Amount of $1,272.00 (Emergency) Hourly and $842.00 (Non Emergency) Hourly A motion was made by Councilman Krakoviak to amend the above mentioned resolution adding “not to exceed” to the resolution. There was no second. The motion was not carried. Following discussion and on motion made by Councilman Cirilo and seconded by Councilman Guarino, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #32-14 Resolution Authorizing an Extension of the Contract for Tree Removal Services with Kevin Downes Tree Service, Inc., 65 Royal Avenue, Hawthorne, NJ in the Amounts Indicated on the Resolution Following discussion and on motion made by Councilman Guarino and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”.

4 Resolution #33-14 Resolution Authorizing an Extension of the Contract for Tree Removal Services with Dujet Tree Services, 54 Notch Road, West Paterson, NJ Following discussion and on motion made by Council President McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #34-14 Resolution of Support from the Local Governing Body Authorizing the 2014 Essex County Open Space Local Aid Program Grant Application Following discussion and on motion made by Councilman Cirilo and seconded by Council President McCartney, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. On motion made by Councilman Krakoviak and seconded by Councilman Cirilo, the meeting was adjourned at 8:17 p.m. All members voting “Aye”. KAREN J.
