1 Public Meeting – March 11, 2014 The Township Council of the Township of West Orange met in the Council Chambers, 66 Main Street, West Orange, New Jersey at 8:03 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: Councilman Cirilo *It is noted that Councilman Cirilo arrived at 8:54 p.m. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Sydell Demaio, 25 Kenz Terrace, West Orange Jessica Glicker, Public Information Officer, West Orange Alexander Roubian, 8 Swaine Place, West Orange Rosary Morelli, 22 Ralph Road, West Orange Christine Bosco, 4 Masson Place, West Orange Mark Meyerowitz, 19 Howell Drive, West Orange Sue Freivald, 10 Ridgeview Avenue, West Orange There was no one else who wished to be heard and the public hearing was closed. Resolutions The following resolutions were adopted: Resolution #44-14 Resolution Authorizing Raffle Licenses

2 Ordinance on Second and Final Reading Ordinance #2401-14 On motion made by Council President McCartney and seconded by Councilman Cirilo, AN ORDINANCE AMENDING THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, CHAPTER 23, SECTION 1, ESTABLISHING FEES AND RATES AT GINNY DUENKEL POOL FOR THE 2014 SEASON, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Clare Silvestri, 20 Grand View Avenue, West Orange Susan Freivald, 10 Ridgeview Avenue, West Orange There was no one else who wished to be heard and the public hearing was closed. Following discussion and on motion made by Council President McCartney and seconded by Councilwoman Spango, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Ordinances on First Reading Ordinance #2402-14 AN ORDINANCE CREATING NEW TOWNSHIP CODE SECTION, CHAPTER 2, SECTION 5.3 IN ORDER TO CREATE NEW POSITION OF “DIRECTOR OF STAFF OPERATIONS”, was introduced and passed on first reading. All members voting “Aye”. The Clerk read the ordinance by title only. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on March 25, 2014. 3 Ordinance #2403-14 AN ORDINANCE AMENDING CHAPTER 2, SECTION 14.2 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, ENTITLED “DEPARTMENT GENERALLY; “TABLE OF ORGANIZATION” was introduced and passed on first reading. All members voting “Aye”. The Clerk read the ordinance by title only. Following discussion and on motion made by Council President McCartney and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on March 25, 2014. All members voting “Aye”. Resolution #45-14 Resolution Authorizing Execution of Agreement and Bylaws Required to Join the Joint Municipal Health Insurance Fund (“HIF”) Dan Roslokken of Insurance Design Administrators commented on the above resolution and responded to questions from Council. A motion made by Councilman Krakoviak to amend Section 4-b of the Bylaws, failed. A motion made by Councilman Krakoviak to amend Section 4-d of the Bylaws, failed. A motion made by Councilman Krakoviak to amend Section E, pg. 13 (Servicing Organizations) of the Bylaws, failed. A motion made by Councilman Krakoviak to amend Section 6 (Budget) of the Bylaws, to add a third amendment, failed. Sue Freivald, 10 Ridgeview Avenue, West Orange commented on the above resolution. Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned resolution, with an amendment on 12d of the contract, was adopted. All members voting “Aye”. On motion made by Council President McCartney and seconded by Councilwoman Spango, the Council reconvened as the ABC Board. All members voting “Aye”.

4 ABC HEARING Resolution 513-14 Renewal of Plenary Retail Distribution License No. 0722-44-061-008, Shaku & Kaamil Inc. (pocket) On motion made by Councilman Cirilo and seconded by Councilman Krakoviak, the above mentioned resolution was adopted. All members voting “Aye”. On motion made by Councilman Krakoviak and seconded by Councilman Guarino, the Council reconvened as the Township Council. All members voting “Aye”. The Minutes of this meeting are on file in the Office of the Municipal Clerk. On motion made by Councilman Guarino and seconded by Councilman Krakoviak, the meeting was adjourned at 11:15 P.M.
