3 Ordinance #2403-14 AN ORDINANCE AMENDING CHAPTER 2, SECTION 14.2 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, ENTITLED “DEPARTMENT GENERALLY; “TABLE OF ORGANIZATION” was introduced and passed on first reading. All members voting “Aye”. The Clerk read the ordinance by title only. Following discussion and on motion made by Council President McCartney and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on March 25, 2014. All members voting “Aye”. Resolution #45-14 Resolution Authorizing Execution of Agreement and Bylaws Required to Join the Joint Municipal Health Insurance Fund (“HIF”) Dan Roslokken of Insurance Design Administrators commented on the above resolution and responded to questions from Council. A motion made by Councilman Krakoviak to amend Section 4-b of the Bylaws, failed. A motion made by Councilman Krakoviak to amend Section 4-d of the Bylaws, failed. A motion made by Councilman Krakoviak to amend Section E, pg. 13 (Servicing Organizations) of the Bylaws, failed. A motion made by Councilman Krakoviak to amend Section 6 (Budget) of the Bylaws, to add a third amendment, failed. Sue Freivald, 10 Ridgeview Avenue, West Orange commented on the above resolution. Following discussion and on motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned resolution, with an amendment on 12d of the contract, was adopted. All members voting “Aye”. On motion made by Council President McCartney and seconded by Councilwoman Spango, the Council reconvened as the ABC Board. All members voting “Aye”.
