1 Public Meeting – April 22, 2014 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:10 P.M. JoAnn Behar, Deputy Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 22, 2013. Roll Call: Present: Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, Councilwoman Spango and Council President McCartney Absent: None The Township Council identified and presented by unanimous consent, Item 5 (Minutes), Item 8 (Bills) and Item 9 (Certain Resolutions). On motion made by Councilman Cirilo and seconded by Councilman Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Pleasant Avenue, West Orange Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The Public Minutes of March 25, 2014 and April 8, 2014 were approved as submitted. Bills The Bill List was received and ordered paid. A summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #74-14 Resolution Authorizing Raffle Licenses Resolution #75-14 Resolution Appointing Robert Stock as a Class I Special Law Enforcement Officer Resolution #76-14 Resolution Authorizing the West Orange Police Department to Process an Involuntary Disability Retirement Application for Officer Frank V. Biello Effective February 1, 2014 Resolution #77-14 Resolution Authorizing the Township Engineer to Make an Application for the Grant Agreement Between the State of New Jersey DEP and the Township of West Orange for the Community Stewardship Incentive Program
3 Resolution #78-14 Resolution Authorizing Tax Overpayment Refund – 17 Luth Terrace, Block 169.01, Lot 6.01 Resolution #79-14 Resolution Authorizing the Cancellation of 2014 Delinquent Sewer Charges Less Than $2.00 Resolution #80-14 Resolution Authorizing the Auction of Surplus Township Equipment Ordinances on Second and Final Reading Ordinance #2404-14 On motion made by Councilman Cirilo and seconded by Councilman Guarino, AN ORDINANCE CREATING CHAPTER 25, SECTION 15A OF THE REVISED GENERAL ORDINANCE OF THE TOWNSHIP OF WEST ORANGE ENTITLED “PROHIBITION OF CERTAIN ADVERTISING ON REAL PROPERTY WITHOUT OWNER’S PERMISSION” was taken up on second and final reading. All members voting “Aye”. The Council President stated that this was the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law.

Ordinance #2405-14 On motion made by Councilwoman Spango and seconded by Councilman Guarino, AN ORDINANCE AMENDING AND ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATION AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE CIVIL SERVICE SYSTEM OF THE STATE OF NEW JERSEY, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinances on First Reading Ordinance #2407-14 BOND ORDINANCE AUTHORIZING VARIOUS CAPITAL IMPROVEMENTS IN AND FOR THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $6,999,638 THEREFORE AND AUTHORIZING THE ISSUANCE OF $6,649,656.00 BONDS OR NOTES TO FINANCE PART OF THE COST THEREOF, was introduced and passed on first reading.
5 The Clerk read the ordinance by title only. Following discussion and on motion made by Councilman Guarino and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on May 6, 2014. All members voting “Aye”. Ordinance #2408-14 BOND ORDINANCE AUTHORIZING REPLACEMENT OF BLEACHERS AT VARIOUS FIELDS A THE HIGH SCHOOL IN AND FOR THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $60,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $57,000 BONDS OR NOTES TO FINANCE PART OF THE COST THEREOF, was introduced and passed on first reading. The Clerk read the ordinance by title only. Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Guarino, the above mentioned ordinance was passed on first reading , ordered advertised according to law, to come up for second and final reading on May 6, 2014. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Ordinance #2409-14 BOND ORDINANCE AMENDING BOND ORDINANCE NUMBER 2358-12 FINALLY ADOPTED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY ON JUNE 12, 2012, was introduced and passed on first reading. The Clerk read the ordinance by title only.
6 Following discussion and on motion made by Councilman Guarino and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on May 6, 2014. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #81-14 Resolution to Amend Introduced Budget Chief Financial Officer John O. Gross, read Resolution #81-14, Resolution of Amend Introduced Budget, into the record. Following discussion and on motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned resolution was adopted. Councilman Cirilo, Councilman Guarino, Councilwoman Spango and Council President McCartney voting “Aye”. Councilman Krakoviak voting “Nay”. The Minutes are on file in the Office of the Municipal Clerk. On motion made by Council President McCartney and seconded by Councilwoman Spango, the meeting was adjourned at 9:10 P.M.
