1 Public Meeting – January 6, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:31 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 4, 2014. Roll Call: Present: Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino Absent: Councilman Krakoviak On motion made by Councilman Cirilo and seconded by Councilwoman Spango, Item 5 (Approval of Minutes of Previous Meeting) Public Meeting Minutes December 9, 2014 were withdrawn from the Consent Agenda. All members present voting “Aye”. The Township identified and presented for unanimous consent, Item 7 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the Consent Agenda was implemented. All members present voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. 4 Resolution #22-15 Resolution Cancelling 2014 Property Taxes for Property at Fairview Avenue Rear, Block 159.08, Lot 55 in the Amount of $1,309.70 Resolution #23-15 Resolution Authorizing Execution of Consultant Agreement with Buzz441, Inc. for a Term of One (1) Year Beginning on January 1, 2015 through December 31, 2015 for a Total of $24,000 to be Paid in Monthly Installments Resolution #24-15 Resolution Authorizing Execution of Service Agreement with emsCharts Resolution #25-15 Resolution Authorizing Execution of Accounts Receivable Management Agreement with Revenue Guard Resolution #26-15 Resolution Opposing the Pilgrim Pipeline Project Following a brief discussion, a motion was made by Council President Guarino and seconded by Councilwoman McCartney to amend the above resolution prior to approval on consent agenda. All members present voting “Aye”. Resolution #27-15 Resolution Authorizing an Agreement with Tree Tech, Inc., P.O. Box 158, 1248 Sussex Turnpike, Mt. 5 Resolution #32-15 Resolution for Escrow Refund for PB-08-08 Organon & Resolution for Discharge of Mortgage, Bogart, 12 Park Terrace Resolution #33-15 Resolution Authorizing the Temporary Budget – 2015 Resolution #34-15 Resolution Authorizing Emergency Temporary Appropriation for the Purpose of Funding Eminent Tax Appeals Prior to Adoption of 2015 Budget – NJSA 40A:4-20 Resolution #35-15 Resolution Authorizing a Cash Management Plan for 2014 Resolution #36-15 Resolution Authorizing the Execution of a Business Associate Agreement between the Township and Image Trend, Inc. to Govern the Transmission of any Protected Health Information in Connection with the Township’s Emergency Ambulance Transport Services Ordinances on Second and Final Reading Ordinance #2434-14 On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-32.2, RESTRICTED PARKING ZONES OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, HANDICAPPED PARKING – 20 VALLEY WAY AND 7 KIRK STREET, was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time and asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President Guarino and seconded by Councilwoman Spango, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members present voting “Aye”. Ordinance #2435-14 On motion made by Council President Guarino and seconded by Councilwoman McCartney, AN ORDINANCE AMENDING CHAPTER 2, SECTION 40 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, ENTITLED “MUNICIPAL COURT ESTABLISHED”, was taken up on second and final reading.
6 All members present voting “Aye”. The Council President stated that this was the scheduled time for the public hearing and asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President Guarino and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on second and final reading and ordered according to law. All members present voting “Aye”. Ordinances on First Reading Ordinance #2436-15 AN ORDINANCE AMENDING CHAPTER 25, SECTIONS 4, 51.6, 51.7, 51.8, 51.9, 51.10 AND 51.15 OF THE REVISED ORDINANCES OF THE TOWNSHIP OF WEST ORANGE (REVISION OF VARIOUS ZONING ORDINANCES), was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Council President Guarino and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on February 10, 2015. All members present voting “Aye”. Ordinance #2437-15 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-11, PARKING TIME LIMITED ON CERTAIN STREETS DURING CERTAIN HOURS; SUBSECTION 7-23.1, TURN PROHIBITIONS AND SUBSECTION 7-26.1, BUS STOPS OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE – ST. CLOUD AVENUE, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Council President Guarino and seconded by Councilwoman Spango, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on January 27, 2015. All members present voting “Aye”. Ordinance #2438-15 AN ORDINANCE AMENDING AN ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATIONS AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE GUIDELINES OF THE NEW JERSEY DEPARTMENT OF PERSONNEL-COMMUNICATIONS MANAGER, was introduced and passed on first reading.
7 The Clerk read the ordinance by title only. On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on January 27, 2015. All members present voting “Aye”. On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, the meeting was adjourned at 7:43 p.m. All members present voting “Aye”.
