Show all pagesRESOLUTION Recommendation to Township Council #15-02 - Supplemental Proposed Land Use Regulations Ordinance Changes, Site Plan and Technical Review Procedure. DISCUSSION Messrs. Dwyer and Grygiel gave a brief recapitulation of the Recommendation to Council approved by the Board at the June 3, 2015 regular meeting; Mr. Dwyer read the Resolution into the record. Chairman Weston advised the Recommendation and Ordinance would be submitted to Council for their approval; should the Council request revisions to the Ordinance, it would be returned to the Board for further review. DISCUSSION(S) Recommendation for zoning change to incorporate “Cool Roof” requirements. Mr. Dwyer stated the Board had discussed “Cool Roofs” on several occasions. He was involved in a matter in the City of Hoboken regarding a simple ordinance provision to incorporate a “Cool Roof” requirement that he believed the Board would find of interest. Chairman Weston read the excerpt from the handout provided by Mr. Dwyer: “Cool Roofs.” All projects with roof surface area of 1,000 square feet or more shall utilize a material that has a solar reflectivity of 40 percent or greater as certified by the Cool Roof Rating Council®.” Mr. Eben asked if there should be the additional inclusion of a “Green Roof” requirement, Chairman Weston suggested that topic be tabled to a future meeting. Chairman Weston said the Board frequently suggested Applicants consider cool, light-colored, reflective roofs in relation to the Township Master Plan sustainable design element. Most Applicants had agreed to the condition of approval when suggested. Were the provision to become part of the ordinance, and the Board to determine specifications threshold, it would become mandatory. The industry trend had shifted in this direction; a higher percentage of new commercial roofs were light- colored or cool roofs; the cost premium had decreased significantly.
