1 Conference Meeting – November 24, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:32 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 1, 2014. Roll Call: Present: Councilwoman Casalino, Councilman Krakoviak, Councilwoman McCartney and Council President Guarino Absent: Councilman Cirilo A citation was presented to the West Orange United Fury U12 Girls Soccer Team and Megan Brill, Executive Director and John McElroy, Chairman of the Downtown West Orange Alliance presented a check to Debra Battista, Chapter Coordinator for the National Ovarian Cancer Coalition of funds raised in this year’s Mayor’s 5K Run/Walk on September 27, 2015. A Summary of the Bill List is attached. *Resolution(s) adopted on Consent Agenda: a. 271-15 Resolution Authorizing an Executive Session to discuss Legal Issues Relating to West Essex Highlands Property." (Legal-Duffy) b. 272-15 Resolution to Authorize the Competitive Contracting Process for an Energy Aggregation Consultant (DeSantis) c. 273-15 Resolution Authorizing a Professional Services Contract to Crew Engineers, Inc., 1250 Route 23 North, Butler, New Jersey 07405 to Provide Professional Engineering Services for the 2016 Street Improvements for a Fee NTE $26,400.00. (Lepore) On motion made by Councilwoman McCartney and seconded by Councilman Krakoviak, the consent agenda was approved. All members voting “Aye.” Resolution(s) Removed from Consent Agenda d. 274-15 Resolution Authorizing Change Order No. 1 with Reggio Construction, Inc., 1575 West Street, Fort Lee, New Jersey 07024 for the Project Street Improvements Phase II – 2015 in the Amount of $15,000.00 (Lepore)
3 On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above mentioned resolution was adopted. Councilwoman Casalino, Councilwoman McCartney, and Council President Guarino voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinance(s) on Second and Final Reading Ordinance 2469-15 a. On motion made by Council President Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-20, Stop Intersections, of the Revised General Ordinances of the Township of West Orange-Stop, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President Guarino and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance 2470-15 b. On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange-Handicapped Parking Stall – 28 Cross Street, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. The resident at 28 Cross Street addressed the Council. There was no one else who wished to be heard and the public hearing was closed.
4 On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. At 9:33 p.m., on motion made by Council President Guarino and seconded by Councilwoman McCartney, the Council the meeting was adjourned. All members voting “Aye”.
