1 Conference Meeting – May 24, 2016 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:37 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Public Law, 1975. A notice of this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 14, 2015. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney and Council President Cirilo Patty Duffy-Senior Citizen Coordinator for the Township presented a brief overview of services and programming offered to the Senior Citizens throughout the year. Theresa DeNova-Health Officer added some brief comments with regard to same. Bob Chilton, Executive Vice President, Gabel & Associates gave an overview of the Energy Aggregation Program and answered questions of the Council. 2 Anthony Puglisi – Public Information Officer – Essex County Debra Spivak – Cunningham Drive There was no one else who wished to be heard and the public hearing was closed. *Review of Consent Agenda *Approval of Minutes of Previous Meeting The Public Meeting and Executive Session minutes of the May 3, 2016 were approved as submitted. *Resolution(s) adopted on Consent Agenda: a. 127-16 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey (Gagliardo) b. 128-16 Resolution Authorizing the Appointment of Dominick Allegrino to the Position of Municipal 9-1-1 Coordinator for the Township of West Orange (Police) c. 130-16 Resolution Awarding a Contract for the Provision of Electric Generation Service to the Participating Residential Accounts bid group and the Provision of Government Energy Aggregation Services in Connection with the WOCEA Round 2 Program (Admin) d. 131-16 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) i. 132-16 Resolution Authorizing Refund of Duplicate Payment to Listed Property Owners- 2nd qtr. (Gagliardo) e. 133-16 Resolution Authorizing an Award of Contract to Hatch Mott MacDonald, 412 Mt. Kemble Avenue, Suite G22, Morristown, NJ for the Improvement of Curtis Avenue and Garfield Avenue in an Amount NTE $24,000. (Lepore) f. 134-16 Resolution Authorizing the Township of West Orange to Enter Into an Agreement with the National Ovarian Cancer Coalition (NOCC) to Participate In and Benefit From the Downtown Classic 5K Run (Brill) The Township of West Orange through the Downtown West Orange Alliance annually sponsors the Downtown Classic 5K Run along Main Street for charitable purposes. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members voting “Aye”. Resolution(s) Removed from Consent Agenda

3 a. 124-16 Resolution Authorizing the Issuance of the 2016 Towing Licenses and Contracts (Legal-Moon) This resolution authorizes the issuance of two towing licenses to (1) Select Towing Services, Inc. and (2) Twin, Inc. T/A Twin Towing. This resolution also rejects the application submitted by AJACO Towing, Inc. After investigating each of the applicant’s facilities the West Orange Police Department concluded that AJACO Towing, Inc. did not have the indoor parking capacity to meet the requirements set forth in the Township Code Section 5-32.8(b). On motion made by Council President Cirilo and seconded by Councilwoman Casalino, the above mentioned resolution was approved. Council President Cirilo, Councilwoman Casalino and Councilman Guarino voting “Aye.” Councilman Krakoviak and Councilwoman McCartney voting “Nay.” b. 125-16 Resolution to Amend Introduced 2016 Municipal Budget (Gross) Councilman Krakoviak made a motion to amend the budget amendment to provide funding for the library. There was no second. The motion failed. On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned resolution was approved. All members voting “Aye.” c. 126-16 Resolution to Adopt the 2016 Municipal Budget (Gross) On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above mentioned resolution was approved. Council President Cirilo, Councilwoman Casalino, Councilman Guarino and Councilwoman McCartney voting “Aye.” Councilman Krakoviak voting “Nay.” d. 129-16 Resolution Authorizing the Purchase of 911 Software, Equipment, Warranties and Service Plan with Johnston Communications, a State Contract Vendor in the Amount of $336,346.90 (Legal-Moon) This resolution authorizes the purchase of 911 software, equipment, maintenance and service plans from a state contract vendor to upgrade, maintain and operate the Township’s emergency 911 system. On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above mentioned resolution was approved. Council President Cirilo, Councilwoman Casalino, Councilman Guarino and Councilwoman McCartney voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinance(s) on Second and Final Reading

4 Ordinance 2482-16 a. On motion made by Councilman Guarino and seconded by Council President Cirilo, An Ordinance Amending Chapter 5, Sections 8.1 and 8.3 of the Revised General Ordinances of the Township of West Orange-(Food Truck Licensing) was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance 2483-16 b. On motion made by Council President Cirilo and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 4, Section 4.2 of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye”. Ordinance 2484-16 c. On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending Chapter 10, Sections 15.1 and 15.9 of the Revised General Ordinances of the Township of West Orange (Correction to Ordinance Permitting the Managed Care of Feral Cats) was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard.

5 There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members voting “Aye.” Ordinance(s) on First Reading Ordinance 2485-16 a. On motion made by Councilman Guarino and seconded by Council President Cirilo, Refunding Bond Ordinance Providing for the Refunding of Certain General Obligation Bonds of the Township of West Orange, NJ Appropriating $4,600,000 Therefor and Authorizing Issuance of $4,600,000 Bonds or Notes of the Township for Financing the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 14, 2016. All members present voting “Aye.” Ordinance 2486-16 b. On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-11, Parking Time Limited on Certain Streets During Certain Hours, of the Revised General Ordinances of the Township of West Orange - West Side of South Valley Road, between Walker Road and Lawrence Avenue was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 14, 2016. At 9:51 p.m., on motion made by Councilman Guarino and seconded by Councilwoman McCartney, the Council meeting was adjourned. All members voting “Aye”.
