4 On motion made by Council President Cirilo and seconded by Councilwoman McCartney, the above mentioned resolution was approved. Councilwoman Casalino, Councilman Guarino, Councilwoman McCartney and Council President Cirilo voting “Aye.” Councilman Krakoviak abstained. Ordinance(s) on First Reading Ordinance 2494-16 a. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Authorizing Special Emergency Appropriation Pursuant to N.J.S.A. 40A:4053 for Severance Liabilities Resulting From Accrued Leave in Connection with the Layoff or Retirement of Employees was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 22, 2016. All members voting “Aye”. Ordinance 2495-16 b. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 12, Section 11.6 of the Revised General Ordinances of the Township of West Orange – E Cigarette Licensing was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 22, 2016. All members voting “Aye”. Pending Matters/New Matters/Council Discussion At this time, the Council members discussed the current protocol being followed with regard to discussion of ordinances on first reading. Councilman Krakoviak made a motion to amend the “Rules of Council” ordinance to allow Councilmembers to speak on first reading ordinances. Councilwoman Casalino seconded the motion. Councilwoman Casalino and Councilman Krakoviak voting “Aye.” Councilman Guarino, Councilwoman McCartney and Council President Cirilo voting “Nay.” The motion failed. Although the motion failed, the Council members agreed to have a discussion on first reading ordinances as a matter of protocol, without making changes to the current ordinance. At this time, a lengthy discussion between the Council members, Jack Sayers, Business Administrator and Ken Kayser, Assistant Township Attorney took place with regard to written progress reports pertaining to the redevelopment area on Main Street. Councilman Krakoviak made a motion to request written construction progress reports as detailed as provided in the redevelopment agreement. There was no second to the motion. The Council President directed the Township Clerk to place the item on the Conference agenda going forward so that Mr.
