TOWNSHIP OF WEST ORANGE PLANNING BOARD MEETING MINUTES November 2, 2016 The Township of West Orange Planning Board held a regular meeting on November 2, 2016 at 7:30 P.M. in the Council Chamber, 66 Main Street, West Orange, New Jersey. Chairman Weston called the meeting to order at approximately 7:35 P.M. He announced that notification of the meeting was given to the Township Clerk, and posted on the Township Bulletin Board, sent to the West Orange Chronicle and the Star Ledger, and posted on the Township's website calendar. This meeting has been properly noticed to the public in accordance with the Open Public Meetings Act. No new matters will start after 10:30 P.M. PLEDGE OF ALLEGIANCE Chairman Weston requested all persons stand for the Pledge of Allegiance. ROLL CALL PRESENT: Vice Chairman Robert Bagoff, Jerome Eben, Tekeste Ghebremicael, Councilwoman Susan McCartney, Chairman Ron Weston ABSENT: Lee Klein, Jason Lester, Gary Wegner, William Wilkes II ALSO PRESENT: Patrick J. Dwyer, Esq., Board Attorney, Robin Miller, Board Secretary ANNOUNCEMENTS Chairman Weston noted that Mr. Gurland had formerly submitted his resignation to the Mayor. Additionally, Ms. Carlucci’s Class II vacancy had been filled by Captain Michael Keigher, West Orange Police Department. The next Planning Board regular meeting will be December 7, 2016 in the Council Chamber at 7:30 P.M. ADOPT MINUTES The minutes of the October 5, 2016 regular meeting were unanimously adopted.

DISCUSSION Mr. Dwyer stated he combined the approved Applications into one Resolution. PUBLIC COMMENT Roz Moskovitz-Bielski, 11 Wedgewood Drive, West Orange, was sworn in. She asked if the County had responded to the Board’s recommendation regarding sidewalks. She stated it was important that the Township and the County adhere to the Complete Streets policy they both voted on. She voiced concern for the quality of life for people who lived in the area of Turtle Back Zoo, particularly those to the west near the JCC, pedestrians and those seeking recreational activity such as bike riding. Chairman Weston stated that an acknowledgement had been sent to the Board that the County Executive had received the recommendation. The topic of streets and traffic had been discussed at the previous month’s meeting between the Board and the County representative. He explained that the County applications before the Board were Courtesy Review; the Board could only make recommendations. He stated the

Board would continue in its diligence to recommend the Complete Street policy be considered as the County presented future applications. MEETING ADJOURNED at approximately 7:58 P.M.
