1 Conference Meeting – September 5, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:33 p.m., Fatima Baez-Aguilar, Municipal Clerk’s Office Assistant read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney, Council President Krakoviak. The Council recognized the W.O. PAL - 11U Travel Baseball Team-USABL National North Division Champions & W.O. PAL 9U Travel Baseball Team – Cedar Grove National Division Champions Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. 2 *Review of Consent Agenda *Approval of Minutes of Previous Meeting-Public Meeting August 15, 2017 were approved as submitted. *Report of Township Officers-None *Reading of Petitions and Communications and Bids – None *Resolution(s) adopted on Consent Agenda: a. 192-17 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) b. 193-17 Resolution to Award a Contract Extension to American Asphalt & Milling Services, LLC, 96 Midland Avenue, Kearny, NJ 07032 for Snow Plowing and Snow Hauling Services for 2017/2018 (Lepore) c. 194-17 Resolution Authorizing Change Order No. 4 and Final between the Township of West Orange and Reggio Construction, Inc., 1575 West Street, Fort Lee, NJ 07024 for the Project Street Improvements, Phase II 2015 Re-Bid with a Net Deduction of $10,507.65 (Lepore) d. 195-17 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey (Gagliardo) e. 196-17 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer Due to an Overpayment of Taxes (Gagliardo) f. 197-17 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer Due to an Overpayment of Taxes Due to a Duplicate Payment (Gagliardo) g. 199-17 PULLED h. 202-17 Resolution Authorizing Change Order No. 3 for the Contract Street Improvements 2016 with Reggio Construction, Inc., 1575 West Street, Fort Lee, New Jersey 07024 in the amount of $353,224.26 which together with Change Order No. 1 and Change Order No. 2 represents a 14.25 Percent Increase in the Original Contract Amount (Lepore) i. 203-17 Resolution Authorizing a Restricted Parking Zone in Accordance with West Orange Revised General Ordinance 7-32.2 be Established Along the Easterly Curbline of Cobane Terrace in Front of House Number 82 for a Three-Month Period Beginning September 6, 2017 (Lepore) This Resolution creates a Restricted Parking Zone in front of 82 Cobane Terrace for a resident of that household who has a Disabled Persons ID. Under the Traffic Statutes of New Jersey, a traffic regulation may for an emergent condition be established by Resolution for a period up to three months. The resident does not anticipate requiring a permanent handicapped parking stall in front of the residence. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent

3 Resolution(s) Removed from Consent Agenda Resolution 198-17 Resolution Authorizing the Township to Retain Matrix to Prepare a Preliminary Assessment Report for the Township’s Multi Park Development Project as Required by the Green Acres Funding Program Awarded by the New Jersey Department of Environmental Protection (Legal-Moon) On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the above- mentioned resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Resolution 200-17 Resolution Authorizing the Township to Retain Matrix to Perform the Preliminary Assessment and Phase I Environmental Assessment for the Property at 665 Eagle Rock Avenue which the Township is in the Process of Purchasing to be Converted to Public parking for Shoppers and Commuters. Pursuant to the Matrix Proposal the Retention Shall be for a Total Cost of $7,100. (Legal-Moon) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above- mentioned resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Resolution 201-17 201-17 Resolution Authorizing the Township to Retain McManimon Scotland as Special Environmental Counsel to Assist with the Purchase of the Property at 665 Eagle Rock Avenue and the Remediation Efforts Currently Occurring on the Property. Pursuant to the Agreement, McManimon Scotland’s Retention Shall be for a Total Cost of $3,000. (Legal-Moon) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above- mentioned resolution was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2521-17 2521-17 An Ordinance Amending Chapter II, the Administrative Code of the Township of West Orange, Article IX, Administrative Policies and Procedures, to Include Previously Reserved Section 83 of the Revised General Ordinances of the Township of West Orange Creating Identification Card Program for Residents of the Township of West Orange On motion made by Councilwoman McCartney and seconded Councilman Guarino, the above-mentioned ordinance failed on second and final reading. All members present voting “Nay.”

Ordinances on First Reading Ordinance 2522-17 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 2, Section 14.2 of the Revised General Ordinances of the Township of West Orange (Police Department) was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 19, 2017. This Ordinance updates the table of organization for the Police Department to increase the maximum number of Captains for the Department from 4 to 5. All members present voting “Aye.” Ordinance 2523-17 On motion made by Councilwoman Casalino and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic Subsection 7-7.3 Temporary Parking Prohibition for Snow Plowing and Removal Subsection 7-12 Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-14.1 Night Parking Restricted and Subsection 7-14.7 Alternate Side Parking of the Revised General Ordinance of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 19, 2017. All members present voting “Aye.” Ordinance 2524-17 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange – Handicapped Space – 72 Park Terrace was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 19, 2017. All members present voting “Aye.” At 9:24 p.m., on motion made by Councilwoman McCartney and seconded by Councilman Guarino, the meeting was adjourned.
