Mr. Wegner stated the Public had asked some valid questions; he recognized the need for the area to remain economically viable for the Township; he understood the concerns that the properties were underperforming. He thought there might be some validity in having further discussion with the property owners to determine if there were other options available prior to a recommendation for designation. Mr. Cardoza stated he understood the frustration of the Public with the limited scope of inquiry the Board had to respond. He reiterated the scope was limited to the statute; the Board's interpretation hinged on the wording of the statute. Councilwoman McCartney stated the Board did not have the right to tell a property owner what they needed to do with their property. She acknowledged that the Board might like a property owner to maintain or enhance with better design standards; but enforcement was not a function of the Board. Mr. Weston stated it was important to make the distinction the report was to determine a Non-Condemnation Area in Need of Redevelopment. The designation would be the perfect tool to get the Township to work with the cooperative owners for specific land use solutions.
