AGENDA May 17, 2011 Township of West Orange 66 Main Street – 7:00 p.m. This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on November 19, 2010. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the office of the Municipal Clerk of the Township of West Orange on November 19, 2010. Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes, and shall at no time engage in any personally offensive or abusive remarks. The chair shall call any speaker to order who violates any provision of this rule. Ordinances on Second and Final Reading a. 2318-11 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange This Ordinance will create two on street handicapped parking stalls, one in front of 56 Elm Street and one in front of 9 Wheeler Street for the exclusive use of a resident at each address who has a Disabled Persons ID and Handicapped Placard issued by the Motor Vehicle Commission. b. 2319-11 (REMOVED) 10. Ordinances on First Reading a. 2320-11 An Ordinance Repealing and Amending Chapter 13, Section 3 of the Revised General Ordinances of the Township of West Orange (Construction Board of Appeals) The purpose of this ordinance is to repeal the sections of the West Orange Township Ordinance establishing a local construction board of appeals. By repealing the statute and dissolving the local construction board of appeals, any and all appeals from the decisions of the Township’s enforcing agency would be adjudicated by the County Construction Board of

Annually k. 113-11 Resolution Authorizing an Amendment to the Joint Agreement Between the Township of West Orange and the Borough of Roseland for the Continuation of a Joint Municipal Tax Assessor l. 114-11 Resolution Authorizing the Township of West Orange to Enter Into a Mutual Release and Settlement of All Claims With Apex Fire Protection, Inc. This resolution would authorize the Township to enter into a settlement agreement regarding fire code violations imposed against Apex Fire Protection, Inc. The agreement would resolve appeals of the violations by Apex to the Township's Construction Board of Appeals. m. 115-11 Resolution Authorizing the Township of West Orange to Enter Into a Mutual Release and Settlement of All Claims With Telgian Corporation and Sears Holding Corporation This resolution would authorize the Township to enter into a settlement agreement regarding fire code violations imposed against Telgian Corporation and Sears/K-Mart. The agreement would resolve appeals of the violations by Telgian and Sears/K-Mart to the Township's Construction Board of Appeals. n. 116-11 Resolution Authorizing the Tax Collector to Refund Duplicate Tax Payments to Taxpayers Listed o. 117-11 Window Contract for Doctor Computer, 21 Ridgewood Drive,
