1 Conference Meeting – April 10, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:34 p.m., Karen J. Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, and Council President McCartney. On behalf of the Township Council, Councilwoman Casalino presented a Citation to the West Orange High School Girls Basketball Team in recognition of their first ever State Sectional for North 1 Group 4 Championship. Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. ABC Hearing At 7:24 p.m., on motion made by Councilman Guarino and seconded by Council President McCartney the Council entered into an ABC Hearing to hear the following matter: 591-18 Resolution Authorizing a Person to Person and Place to Place Transfer of Plenary Retail Consumption License No. 0722-33-022-004, from Eagle Rock License, Inc., 495 Eagle Rock Avenue, West Orange, NJ 07052 to Jihui Lin, Sakura Grill & Buffet, Inc., t/a Umami Sushi Bar, 495 Prospect Avenue, West Orange, NJ 07052 Robert Williams, Esq. representing Mr. Jihui Lin introduced his client to the ABC Board. On motion made by Councilwoman Casalino and seconded by Council President McCartney the motion for the above referenced ABC resolution was approved. 3 104-18 Resolution Authorizing an Abandoned Car Auction (DeSantis) On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” Ordinance(s) on First Reading Ordinance 2540-18 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, Calendar Year 2017 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4-45.14) was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 24, 2018. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion There were no pending matters. At 8:54 p.m., on motion made by Councilman Guarino and seconded by Councilwoman Casalino, the public meeting was adjourned. All members present voting “Aye”.
