Conference Meeting — August 7, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:40 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, and Council President McCartney. A presentation was made by the Executive Director of the Alzheimer’s Association, Cheryl Ricvi- Francione and her Marketing Director, Randy Lerner about the upcoming walk in West Orange on September 29, 2018 at the South Mountain Recreation Complex. Mr. Sayers gave a brief update on the redevelopment area. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda On motion made by Councilman Krakoviak and seconded by Council President McCartney the following agreements to resolution(s) 181-18, 182-18 and 183-18 were amended to add the following language: Name of Organization agrees to submit an Annual Summary Report to the Township, consistent with the form provided in the Participant Manual, no later than December 31, 2018. All members voting “Aye.”

Resolution 181-18 181-18 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January |, 2018 — December 31, 2018 in the Amount of $12,000. for the Township Police Athletic League (Legal-Moon) Resolution 182-18 182-18 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2018 — December 31, 2018 in the Amount of $9,500. for Mountain Top League (Legal-Moon) Resolution 183-18 183-18 Resolution Awarding a Contract for the Providing of Recreational Services and Social Services to the Residents of West Orange for the Period of January 1, 2018 — December 31, 2018 in the Amount of $45,000. for the West Orange Community House (Legal-Moon) On motion made by Council President McCartney and seconded by Councilwoman Casalino, the above referenced resolution(s) were approved in unison. Councilwoman Casalino, Councilman Cirilo, Councilman Krakoviak, and Council President McCartney voting “Aye.” Councilman Guarino recused himself from the vote. Resolution 189-18 189-18 Resolution Authorizing the Purchase of Two Service Vehicles through the Morris County Cooperative Pricing Council (MCCPC). (Purchasing-DeSantis) On motion made by Councilman Guarino and seconded by Council President McCartney, the above referenced resolution was approved. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2547-18 On motion made by Council President McCartney and seconded by Councilwoman Casalino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel-Municipal Court Judge was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one else who wished to be heard and the public hearing was closed. Ordinance(s) on First Reading Ordinance 2548-18 On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, An Ordinance Supplementing Chapter 5, adding section 8.8 and Chapter 18, adding section 18.10 to the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 4, 2018. All members voting “Aye”. Ordinance 2549-18 On motion made by Councilman Cirilo and seconded by Council President McCartney, An Ordinance Adopting Redevelopment Plan for Block 155, Lot 42.01, in the Township of West Orange, County of Essex, State of New Jersey was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 4, 2018. All members voting “Aye”. Pending Matters/New Matters/Council Discussion Council President McCartney asked that the Council be kept up to date with regard to NJ Transit. At 10:00 p.m., on motion made by Councilman Guarino and seconded by Council President McCartney, the public meeting was adjourned and the Council entered into an ABC Hearing. All members voting “Aye”. ABC Hearing ABC Resolution 608-18 608-18 Resolution of Intent to Issue New Hotel Liquor License On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the above referenced resolution was approved.
