1 Conference Meeting – October 16, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:39 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilman Krakoviak, and Council President McCartney Suzanne Pennell gave a presentation about a community outreach program she and Kathy Pigott organized called #ForOurTroops that collects items for our troops and ships them overseas during the holidays. Mr. Sayers gave a brief update on the redevelopment area. 3 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2552-18 On motion made by Councilwoman Casalino and seconded by Councilman Guarino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel – Deputy Registrar/Keyboarding Clerk 3, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Casalino and seconded by Council President McCartney, the above- mentioned ordinance was approved on second and final reading. All members voting “Aye”. Ordinance 2553-18 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General, and Subsection 7-33, School Zones, of the Revised General Ordinances of the Township of West Orange – Pleasant Valley Way was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilman Guarino and seconded by Council President McCartney, the above- mentioned ordinance was approved on second and final reading. All members voting “Aye”. Ordinance 2554-18 On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, An Ordinance Amending Chapter 4, Section 1.3 of the Revised General Ordinances of the Township of West Orange (Sweeping Litter, Garbage, Refuse or Rubbish into Gutter Prohibited) was taken up on second and final reading.

4 All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Casalino and seconded by Council President McCartney, the above- mentioned ordinance was approved on second and final reading. All members voting “Aye”. Pending Matters/New Matters/Council Discussion Council President asked that an Executive Session be added to the October 30, 2018 agenda to discuss contract negotiations. Councilman Krakoviak made a motion that the council consider a floor resolution requesting the Mayor immediately send a notice of default to Prism for its failure to pay its August 1 property taxes on time as called for by the redevelopment governing documents and this notice of default should also site a separate notice of default for failure to meet the requirements to file its initial plans with the town by September 1. No other council member seconded the motion and the motion failed. Mr. Sayers gave an update regarding the Legionellosis situation and the Essex Green Executive Drive redevelopment. At 9:30 p.m., a bid opening was held for a new Hotel (Type 36) ABC liquor license. Sun Development & Management Corporation was the only bidder. The bid was accepted by the Council and a resolution will be added to the next agenda. At 9:32 p.m., on motion made by Council President McCartney and seconded by Councilman Krakoviak, the public meeting was adjourned and the Council entered into an ABC Hearing. All members voting “Aye”. ABC Hearing ABC Resolution 610-18 a. 610-18 Place to Place Transfer-Extension of Premises to 4 Corners Deli, LLC t/a Don Juan Restaurant, Plenary Retail Consumption License No. 0722-33-021-003, 55 Kingsley Street, West Orange, NJ 07052 On motion made by Councilman Guarino and seconded by Councilman Cirilo, the above referenced resolution was approved.
